Qualifications

Responsibilities

• Lead planning, development and delivery of commercial office assets from concept to handover.
• Prepare briefs, execution plans, budgets, schedules and business cases.
• Coordinate multidisciplinary consultants to meet business, operational and commercial objectives.
• Drive governance, approvals and stakeholder alignment with internal and external parties.
• Oversee budgets, forecasts and financial performance to meet objectives.
• Support procurement activities including tender strategies and awards.
• Manage consultant and contractor performance, variations, claims and commercial matters.
• Identify and mitigate project risks per company policies and processes.
• Coordinate with Delivery, Commercial, Leasing and other teams for successful execution.
• Ensure timely delivery, quality assurance and smooth asset handover to end users.

The Development Manager is responsible for leading the planning, development, and delivery of commercial office assets within the Commercial Office Business Unit. The role will manage projects from concept through design, procurement, construction, and handover, ensuring alignment with Qiddiya's strategic objectives, business plans, commercial targets, and development standards.

Key Responsibilities

• Manage the end-to-end development and delivery of commercial office projects from concept through handover.
• Prepare and manage development briefs, project execution plans, budgets, schedules, and business cases.
• Coordinate and manage multidisciplinary consultants, ensuring design solutions meet business, operational, and commercial objectives.
• Drive project governance, approvals, and stakeholder alignment across internal and external parties.
• Oversee project budgets, forecasts, and financial performance to achieve approved business objectives.
• Support procurement activities, including tender strategies, bid evaluations, and contract awards.
• Manage consultant and contractor performance, contractual obligations, variations, claims, and commercial matters.
• Identify, assess, and mitigate project risks while ensuring compliance with company policies and development processes.
• Coordinate with Delivery, Commercial, Leasing, Operations, Finance, Legal, and other stakeholders to ensure successful project execution.
• Ensure timely project delivery, quality assurance, operational readiness, and smooth asset handover to end users and operators.

• Bachelor's degree in Civil Engineering, Architecture, Construction Management, Real Estate Development, Urban Planning, Quantity Surveying, Project Management, or a related

• 7+ years of experience in real estate development, project management, design management, or construction.
• Experience delivering commercial office, mixed-use, or large-scale real estate developments.

• Middle East/GCC experience and exposure to giga-project environments is preferred.
