A leading engineering consultancy in Riyadh is seeking a Senior Infrastructure Utilities Dry Engineer with over 12 years of experience in dry utility planning and design. The role involves project management, coordination with multiple stakeholders, and technical leadership of junior engineers. Candidates should hold an engineering degree, preferably in Electrical Engineering, and have experience with urban development projects. This position offers the opportunity to work on significant projects that include heritage structures, contributing to a major refurbishment initiative in the city.
Job Title: Senior Infrastructure Utilities Dry Engineer
We are serving in capacity of Program Management Office (PMO) consultant for one of our PIF clients
The program is a major urban refurbishment in Riyadh, featured by a densely populated and highly built-up area
The program is primarily a “brownfield” development and includes a significant number of heritage structures having historic value
Our PMO team is collocated with our client and functioning under a unified team framework.
We are under a multi-year agreement with extension possibility
Bachelor’s degree in Engineering with preference for degree in Electrical Engineering required.
Post-graduate degree in Infrastructure Engineering or Electrical Engineering highly desirable.
Additional training/certification in infrastructure planning, utilities design or project management an advantage.
Minimum 12+ years of hands‑on experience in dry infrastructure utilities (e.g. power, telecom, ITS, street lighting, cabling, and related assets and networks).
Significant experience on large‑scale urban development / urban regeneration projects, preferably within KSA or GCC.
Experience working in, or closely with, a Program Management Office (PMO) or major development authority.
Strong technical knowledge of dry utilities planning, design, coordination and construction in dense urban environments.
Understanding of relevant international engineering standards and best practices for dry utilities.
Familiarity with local authorities’ procedures and approval processes for utilities in KSA.
Sound knowledge of project phases s from concept through detailed design, procurement and tendering, construction and handover.
Strong analytical, problem‑solving and report‑writing skills; excellent communication and stakeholder engagement capabilities.
Serve as Subject Matter Expert (SME) on design and installation of dry utility assets.
Provide technical leadership to junior engineers and discipline coordinators within the PMO.
Coordinate the work of multiple consultants and contractors involved in dry utilities design and delivery.
Support performance monitoring of external parties aligned to technical, schedule and quality expectations and contractual requirements.
In coordination with senior PMO members, formulate and manage infrastructure procurement strategies and design/construction programmes for dry utilities across multiple projects.
Coordinate and oversee technical studies and designs prepared by internal teams, consultants and contractors, ensuring completeness and quality.
Review designs and construction proposals to ensure compliance with technical and managerial best practices and relevant standards.
Provide practical, forward‑thinking and analytical technical guidance to project teams to achieve agreed performance targets and outcome‑based measures.
Facilitate and lead design charrettes, technical reviews and workshops with the client, stakeholders and approving authorities.
Engage effectively with internal and external stakeholders throughout the project lifecycle, resolving technical issues and managing interfaces with other disciplines (roads, structures, wet utilities, public realm, etc.).
Infrastructure (dry utilities) procurement and phasing inputs for overall programme plans.
Reviewed and commented design reports, drawings and technical studies for dry utilities.
Participate in ad hoc studies and analyses on use of advanced digital technologies for operation of dry utility assets.
Consolidated technical review minutes, workshop records and action trackers.
Inputs to risk registers and issue logs related to dry utilities infrastructure.
Periodic progress and technical status reports for dry utilities, including but not limited to cost and schedule performance, for quality and risk management to PMO leads and client stakeholders.
