Job summary

Jasara Program Management Company (Jasara PMC) seeks a Senior Director, Land & Public Realm Optimisation to lead governance, assessment and decision support for land-use in Saudi Arabia’s major developments. You will ensure public benefit, affordability and sustainable lifecycle costs across parks, plazas and open spaces.

This role acts as an independent challenge and assurance function for City Operations, delivering evidence-based recommendations on acceptance, redesign or alternative

Qualifications

• Minimum 20 years of progressive experience in land-use planning, public realm, parks and open-space planning, landscape planning, real estate, asset management or city operations.
• At least 8 years in senior leadership or advisory roles.
• Experience reviewing parks, public spaces, landscaped areas or major-destination public realm.
• Strong experience assessing operating costs, maintenance implications and whole-life liabilities.
• Proven ability to challenge land, design, ownership or funding proposals based on public purpose, operational need, affordability and maintainability.
• Experience in Saudi Arabia, the GCC, giga-project environments strongly preferred.

Responsibilities

• Land and Public Realm Governance: Develop and maintain the City Operations Land and Public Realm Vesting Framework, including review criteria, evidence requirements, stage gates and decision records.
• Establish standards for public purpose, operational need, affordability, maintainability and ownership responsibility.
• Lead reviews of public parks, neighbourhood and destination parks, landscaped open areas, urban plazas, civic spaces and public squares.
• Assess opening hours, accessibility, safety, security, amenities, seasonal use and renewal needs.
• Provide executive recommendations on acceptance, conditional acceptance, redesign, alternative ownership or rejection.
• Lead Stakeholder Coordination and Team Leadership with masterplanning, development, design, landscape architecture and cost teams.
