Job summary

Retal Urban Development Company in Saudi Arabia seeks a Sr. Delivery Project Manager to lead and oversee the delivery of large-scale real estate developments, ensuring safety, schedule, budget, and quality.

You will coordinate internal teams, consultants, contractors, and stakeholders, manage master schedules, track expenses, and drive risk mitigation, with a focus on compliance with Saudi codes and HSE. This role requires strong leadership, 7–10 years' experience, PMP is preferred, and fluency

Qualifications

• Bachelor's degree in Civil Engineering, Construction Management, Architecture, or a related field.
• 7–10 years of experience in project delivery, construction management, or real estate development.
• 3+ years in a project management leadership role overseeing large-scale developments.
• Strong understanding of project delivery methodologies, construction practices, and contract administration.
• Experience managing contractors, consultants, and multiple project stakeholders.
• Thorough knowledge of Saudi Arabian building regulations, municipal approval processes, and industry standards.
• PMP certification preferred; Fluent English; Arabic an advantage.

• Ensure works comply with specifications, quality standards, and regulatory requirements through inspections.
• Promote and enforce HSE standards across all project activities and regulatory compliance.
• Review scope changes and design modifications, assessing impacts on budget and timeline.
• Prepare executive reports, dashboards, and status updates for management.

Sr. Delivery Project Manager

Job Purpose

The Sr. Delivery Project Manager is responsible for leading and managing the execution and delivery of real estate development projects at Retal Urban Development Company. The role oversees the complete project delivery lifecycle, ensuring projects are delivered safely, on schedule, within budget, and in accordance with approved quality standards and business objectives. The Delivery Project Manager serves as the primary point of accountability during the execution phase, coordinating internal teams, consultants, contractors, and stakeholders to achieve successful project outcomes.

Primary Duties & Responsibilities

1. Lead the end-to-end delivery of assigned development projects, ensuring alignment with approved scope, schedule, budget, and quality objectives.
2. Oversee all construction activities and site operations to ensure work is executed in accordance with approved drawings, specifications, contracts, and project requirements.
3. Develop, monitor, and control project master schedules, proactively identifying delays and implementing recovery plans to maintain project milestones.
4. Manage project budgets, monitor expenditures, evaluate cost impacts of changes, and implement corrective actions to maintain financial targets.
5. Direct and manage contractors, consultants, and suppliers to ensure contractual obligations, performance standards, and project objectives are achieved.
6. Identify, assess, and mitigate project risks and resolve execution-related issues in a timely and effective manner to minimize project impact.
7. Administer construction contracts, evaluate variations, review claims, and support negotiations to protect project interests and ensure contractual compliance.
8. Maintain effective communication with internal and external stakeholders, providing regular updates on project performance, key risks, and mitigation plans.
9. Ensure all works comply with approved specifications, quality standards, company procedures, and regulatory requirements through effective inspection and monitoring processes.
10. Promote and enforce HSE standards across all project activities, ensuring compliance with applicable regulations and company safety requirements.
11. Ensure all project activities comply with applicable Saudi Arabian building codes, municipal requirements, environmental regulations, and statutory approvals.
12. Review and manage scope changes, design modifications, and variation requests while assessing impacts on budget, schedule, quality, and project objectives.
13. Prepare executive-level reports, dashboards, performance metrics, and project status updates for management and stakeholders.
14. Lead testing, commissioning, snagging, closeout, and handover activities to ensure successful project completion and transition to clients and operations teams.
15. Identify lessons learned and drive best practices, process improvements, and optimization initiatives across project delivery functions.
16. Ensure project delivery solutions and development outcomes are culturally appropriate and aligned with Saudi market expectations and customer requirements.

Experience and Qualifications:

• Thorough knowledge of Saudi Arabian building regulations, municipal approval processes, and industry standards.
• Strong financial acumen with experience in cost management and budget control.
• Excellent leadership, communication, negotiation, and stakeholder management skills.
• Proficiency in project management and planning software such as Primavera P6, Microsoft Project, Power BI, and Microsoft Office Suite.
• PMP certification preferred.
• Fluency in English; Arabic language proficiency is an advantage.
