Job summary

Qiddiya seeks a Senior Manager, General BU Cost Planning to drive standardized cost planning across assets and development programmes in Saudi Arabia. Qualifications

• Bachelor's degree in Quantity Surveying, Construction Economics, Commercial Management, Civil Engineering, Engineering, or related discipline
• Minimum 12 years of relevant experience in cost planning, quantity surveying, estimating, pre-contract commercial management, or development cost management
• Experience on large-scale development, infrastructure, mixed-use, entertainment, sports, retail, residential, hospitality, or public realm projects is preferred
• Experience reviewing or supporting consultant-produced cost plans across design stages; GCC or KSA project experience is preferred
• Proficiency in cost planning software and digital tools; CostX experience is preferred
• Understanding of measurement standards and guidance (RICS, NRM, IPMS, POMI, CESSM) is preferred
• Professional membership with RICS, AIQS, or equivalent, or active progress towards membership is preferred

Responsibilities

• Coordinate cost planning activities for assigned projects, workstreams, and development programmes
• Support implementation of Qiddiya Cost Planning Guidelines, asset class guidelines, templates, trackers, and governance processes
• Review and comment on consultant outputs, including cost plans, reconciliations, assumptions, risk allowances, benchmarks, and design-to-budget recommendations
• Maintain clear and current cost planning records for projects and workstreams
• Support Stage Gate reviews by checking cost planning readiness, completeness, compliance, and alignment with deliverables
• Coordinate with business units, development teams, design teams, commercial, procurement, finance, project controls, digital teams, and external consultants
• Assist with briefing, mobilisation, coordination, and performance monitoring of executive and project cost consultants
• Track scope and cost movements across phases and escalate changes, risks, opportunities, or non-compliance
• Apply benchmarking data, software, and analytics to review and validate cost positions
• Support cost planning capability via training, onboarding, and adoption of Qiddiya ways of working
• Prepare cost planning review packs, governance papers, leadership updates, dashboards, and trackers
• Promote consistent ways of working, professional standards, and continuous improvement across cost planning community
