Qualifications

  • Excellent communication and presentation skills in Arabic and English preferred.

Job description

The Senior Consultant will be responsible for leading and delivering assigned consulting workstreams for clients across the Kingdom of Saudi Arabia, aligning proposed solutions with Saudi Vision 2030, relevant national and sectoral strategies and the regulatory requirements of the client’s mandate, within the engagement scope and under the supervision of the Project Manager or Engagement Lead.

Daily tasks include diagnosing current-state maturity, developing strategic and operational plans, designing target operating models, organizational structures and governance, building service catalogs and process architectures, and designing performance measurement frameworks. The senior consultant will also guide and review the work of consultants and analysts, support the implementation of approved deliverables and contribute to proposals and the firm’s consulting methodologies.

Key Responsibilities
  • National and Institutional Context: Study the client’s mandate and strategic direction, analyze their linkage to Vision 2030 targets, Vision Realization Programs (VRPs) and relevant sectoral strategies, and determine their implications for development priorities and project deliverables.
  • Current-State Diagnosis and Maturity Assessment: Analyze institutional documents, data and practices; conduct interviews, workshops and evidence collection; assess maturity and identify gaps, root causes and remediation priorities based on expected impact and feasibility.
  • Strategic Planning: Analyze the internal and external environment and stakeholder requirements; develop vision, mission, objectives, priorities, initiatives and success measures, ensuring alignment with the client’s mandate and national directions.
  • Strategy-to-Execution Translation: Cascade strategic objectives to organizational units and operational plans, defining initiatives, activities, responsibilities, deliverables, timelines and required resources, and support periodic plan reviews and updates.
  • Operating Model Design: Document the current operating model and design the target operating model across services, value chains, capabilities, organization, governance, processes, resources, data, technology and performance, with clear design rationale and activation requirements.
  • Organization and Governance Design: Develop organizational structures, unit mandates, roles, RACI and delegation of authority matrices, and decision-making and escalation mechanisms that resolve overlaps and clarify accountability and integration across units.
  • Service Catalog Development: Inventory and classify services, develop service catalogs and service cards, define beneficiaries, service owners, eligibility requirements, delivery channels and target service levels, and analyze beneficiary journeys and improvement opportunities.
  • Process Architecture: Build an integrated, multi-level process architecture guided by the APQC Process Classification Framework (PCF), tailored to the client’s business and linked to services and organizational units.
  • Process Analysis and Procedure Development: Analyze end-to-end processes, identify duplication, bottlenecks and improvement opportunities, redesign processes and document procedures, including inputs, outputs, roles, controls, forms and integration points.
  • Institutional Excellence Practices: Develop frameworks, methodologies and practices for excellence, continuous improvement and knowledge management; conduct assessments against the client’s adopted excellence models and convert results into improvement plans with clear owners, deliverables and success measures.
  • Performance Management Framework: Design cascaded strategic and operational KPIs at entity, unit, service and process levels, and develop KPI cards defining formulas, data sources, owners, measurement frequency, baselines and targets in coordination with stakeholders.
  • Performance Analysis and Improvement: Validate measurement data quality, prepare performance reports and dashboards, analyze results, variances and root causes, recommend and track corrective actions, and use results to refine plans, services and processes.
  • Implementation Support and Knowledge Transfer: Develop an activation roadmap covering priorities, dependencies, responsibilities, change requirements and risks; support piloting, train client teams, transfer knowledge and address implementation feedback.
  • Workstream Leadership and Quality Assurance: Plan and track tasks within the approved schedule and effort, guide consultants and analysts and review their outputs, facilitate technical meetings and workshops, document decisions and report progress, risks and change requests to the Project Manager.
  • Knowledge Development and Business Development: Develop reusable consulting tools, templates and methodologies, document lessons learned, support the development of colleagues, and contribute to technical proposals and the estimation of scope, effort and deliverables, while maintaining confidentiality and protecting client data.
Experience & Qualifications
  • Above 6 years of experience in management consulting, institutional excellence or organizational development, including at least 3 years delivering operating model, process or performance management engagements.
  • Proven experience working with Saudi government or semi-government entities, with strong understanding of Vision 2030, Vision Realization Programs and national frameworks (e.g. EXPRO, DGA, King Abdulaziz Quality Award).
  • Hands-on expertise in strategic planning, operating model design, organizational structuring and governance, service catalogs, process architecture (APQC PCF), process improvement and KPI frameworks.
  • Strong working knowledge of excellence models such as EFQM and of process modeling standards and tools (e.g. BPMN, ARIS, Visio).
  • Proven track record of producing high-quality consulting deliverables on time and contributing to technical proposals and RFP responses.
  • Excellent Communication and Presentation Skills (Arabic and English proficiency is highly preferred).
  • Strong analytical and problem-solving abilities, with the ability to translate findings into practical, executive-level recommendations.
  • Ability to guide junior team members and work effectively in a fast-paced, client-facing environment.
  • Bachelor's degree in Business Administration, Industrial Engineering, Management or a related field; a Master's degree is a plus.
  • Professional certification is a strong plus: EFQM Assessor, Certified Business Process Professional (CBPP), Lean Six Sigma, Project Management Professional (PMP) or an equivalent certification in excellence, process or performance management.
