BEC Arabia in Khobar seeks a highly skilled QS Civil - Team Leader to head the QA & QC Department, guiding a team of quantity surveyors in cost estimation, planning, and risk management for major projects. The role collaborates with PMs, engineers, and procurement to ensure cost efficiency and regulatory compliance.

The position requires a Bachelor’s in Civil Engineering or Quantity Surveying, 8+ years in QS (3+ in leadership), and proficiency in Primavera P6, AutoCAD, and MS Excel.

Qualifications

• Bachelor degree in Civil Engineering or Quantity Surveying from a recognized university.
• Minimum 8 years in quantity surveying with at least 3 years in leadership.
• Proficiency in Primavera P6, AutoCAD, and MS Excel for cost estimation and planning.
• Strong knowledge of Saudi Building Code (SBC) and related regulations.
• Registration with the Saudi Council of Engineers (SCE).
• Experience in preparing BOQs, tender documents, and cost control reports.
• Familiarity with FIDIC contracts and contract administration.
• Excellent communication and negotiation skills.

Responsibilities

• Lead and manage a team of quantity surveyors to deliver accurate cost estimates and financial reports.
• Develop and implement cost control strategies to keep projects within budget.
• Prepare detailed BOQs and tender documents aligned with project requirements.
• Monitor costs, identify variances, and implement corrective actions.
• Ensure compliance with SBC and other regulations.
• Coordinate with project managers, engineers, and procurement teams on cost management.
• Negotiate contracts with suppliers and subcontractors for favorable terms.
• Review and validate contractor claims, variations, and payments.
• Conduct risk assessments and provide mitigation recommendations.
• Maintain up-to-date records of costs, contracts, and financial performance.
• Train and mentor junior quantity surveyors.
