Qualifications

  • Bachelor’s degree in Civil Engineering, Construction Engineering, Structural Engineering or related field.
  • 10+ years of construction experience with substantial scaffolding management.
  • Experience as Scaffolding Manager or Temporary Works Manager is preferred.
  • Knowledge of Saudi and international scaffolding/HSE standards.

Job Summary:

The Scaffolding Construction Manager is responsible for the overall planning, engineering coordination, execution, supervision, inspection, and completion of all scaffolding and temporary access works on the project.

The position ensures that scaffolding activities are executed safely, efficiently, and in accordance with approved engineering designs, project specifications, applicable Saudi regulations, international standards, approved method statements, and HSE requirements.

The Scaffolding Construction Manager leads scaffolding engineers, supervisors, inspectors, foremen, and subcontractors while coordinating closely with Construction, Engineering, QA/QC, HSE, Planning, Procurement, and other project disciplines.

Key Responsibilities:
1. Scaffolding Construction Management
  • Manage all scaffolding activities from planning and mobilization through erection, modification, inspection, handover, and dismantling.
  • Develop and implement scaffolding execution plans and construction strategies.
  • Plan manpower, materials, equipment, access requirements, and work fronts.
  • Monitor daily progress and ensure scaffolding activities meet project schedules and milestones.
  • Coordinate multiple scaffolding work fronts and prioritize activities according to construction requirements.
  • Ensure efficient utilization of scaffolding materials, manpower, and equipment.
  • Monitor productivity and implement corrective actions when required.
2. Engineering & Technical Coordination
  • Coordinate with engineering and temporary works teams regarding scaffold design and technical requirements.
  • Review scaffolding drawings, layouts, design calculations, load requirements, and technical specifications.
  • Ensure engineered scaffolds are constructed according to approved drawings and calculations.
  • Review and approve, within delegated authority, scaffolding method statements, erection sequences, and risk assessments.
  • Identify technical issues and coordinate solutions with Engineering and Construction teams.
  • Ensure appropriate scaffolding systems are selected according to site conditions and project requirements.
3. Safety & HSE
  • Maintain the highest standards of scaffolding safety throughout the project.
  • Ensure scaffolding erection, modification, use, and dismantling are performed by competent and authorized personnel.
  • Ensure scaffolds are inspected before use, after modification, and at required intervals.
  • Ensure proper scaffold tagging and identification systems are implemented.
  • Verify safe access, working platforms, guardrails, toe boards, bracing, foundations, ties, and other required safety components.
  • Ensure compliance with project HSE procedures, Saudi requirements, and applicable international scaffolding standards.
  • Participate in safety meetings, toolbox talks, inspections, and incident investigations.
  • Stop unsafe scaffolding activities and implement immediate corrective measures.
4. Quality Control
  • Ensure scaffolding installations comply with approved drawings, specifications, method statements, and inspection requirements.
  • Coordinate with QA/QC teams for inspections and documentation.
  • Ensure deficiencies and non-conformances are properly identified, corrected, and closed.
  • Maintain inspection records, scaffold registers, handover certificates, and related documentation.
  • Ensure proper control and traceability of scaffolding materials.
5. Subcontractor & Workforce Management
  • Manage and supervise scaffolding subcontractors and specialist service providers.
  • Review subcontractor manpower, qualifications, equipment, and productivity.
  • Ensure sufficient competent manpower is available for planned activities.
  • Conduct performance reviews and implement improvement measures where required.
  • Lead scaffolding supervisors, engineers, inspectors, foremen, and scaffold crews.
  • Ensure workers receive appropriate training, competency verification, and site orientation.
6. Planning & Coordination
  • Coordinate scaffolding requirements with Civil, Structural, Mechanical, Electrical, Piping, Welding, Painting, Insulation, and other construction disciplines.
  • Participate in daily and weekly construction coordination meetings.
  • Provide scaffolding input to project schedules and look-ahead plans.
  • Identify upcoming scaffolding requirements and ensure materials and manpower are available in advance.
  • Coordinate scaffold removal and relocation to avoid delays to other construction activities.
7. Materials & Resource Management
  • Monitor scaffolding material inventory and ensure adequate materials are available.
  • Control material utilization, losses, damage, and returns.
  • Coordinate with Procurement and Logistics for required scaffolding materials and equipment.
  • Ensure materials are inspected and suitable for use.
  • Optimize scaffold material usage to reduce project costs.
8. Documentation & Reporting
  • Prepare daily, weekly, and monthly scaffolding progress reports.
  • Maintain scaffold registers and work-front status reports.
  • Track manpower, material consumption, productivity, and completed quantities.
  • Prepare and review technical reports, inspection records, handover documentation, and as-built information.
  • Report construction progress, technical issues, safety concerns, and resource requirements to project management.
Qualifications:
  • Bachelor’s degree in Civil Engineering, Construction Engineering, Structural Engineering, or a related field is preferred.
  • Diploma or equivalent technical qualification may be considered with extensive scaffolding/construction experience.
  • Relevant scaffolding, temporary works, or construction-management certifications are highly desirable.
  • Strong knowledge of scaffolding systems, temporary works, access platforms, and construction methods.
Experience:
  • Typically 10+ years of construction experience, including substantial experience in scaffolding management.
  • Previous experience as a Scaffolding Manager, Scaffolding Construction Manager, Temporary Works Manager, or Senior Scaffolding Engineer/Supervisor is preferred.
  • Experience on large-scale construction, industrial, oil & gas, petrochemical, power, infrastructure, or mega-projects.
  • Previous experience in Saudi Arabia or the GCC is highly desirable.
  • Experience managing scaffolding subcontractors and large multicultural workforces.
Technical Skills:
  • Strong understanding of scaffold erection, modification, dismantling, inspection, and handover.
  • Ability to interpret engineering drawings and scaffolding layouts.
  • Knowledge of scaffold design principles, load capacities, stability, bracing, ties, foundations, and access requirements.
  • Knowledge of temporary works procedures and risk management.
  • Familiarity with relevant Saudi, project-specific, and international scaffolding/HSE standards.
  • Proficiency in Microsoft Office and construction reporting systems.
  • Knowledge of planning and scheduling tools such as Primavera P6 is advantageous.
