A leading global energy company is seeking a Saudi Supply Chain Leader responsible for managing the offshore supply chain, ensuring compliance with local content requirements, and leading procurement strategies. Candidates must have at least 7 years of supply chain management experience and a bachelor's degree in a relevant field. This role requires strong analytical skills and the ability to manage complex procurement processes. This position is based in Al Khobar, Saudi Arabia, without relocation assistance.

Qualifications

Job description
Overview

The Saudi Supply Chain Leader is responsible for the management of offshore (in Saudi) supply chain of a program consisting of multiple project portfolios from PO creation to goods receipt, warranties, etc. He/She is crucial to follow the supplier(s), partners and customer with the right level of expediting. Moreover, the Supply Chain Leader is also responsible to manage local content requirements and reporting. The role will report to the Saudi Project Director and functionally to the Supply Chain Leadership in France.

Essential Responsibilities

Local Content

  • Responsible for defining, executing, monitoring, and delivering all localization related initiatives and commitments to our customer (Bina) and local authorities, as applicable.
  • Assess all necessary Localization initiatives, evaluate effectiveness of current strategy, and form a baseline across all the Program’s projects.
  • Partner with other GEV localization leaders, and support internal and external communication that highlights the local content and localization story for GEV with key customers in Saudi.
  • Manage and ensure the timely reporting and submission of regular reporting and audited local content score for GEV contracts to avoid business disruption.
  • Track and report on localization performance, providing insights to senior management. Use data to drive decision-making, improve processes, and demonstrate the ROI of localization efforts.

Procurement

  • Manage the purchase order creation and revision for offshore purchases.
  • Organization and planning of internal and external inspections + expediting.
  • Reporting of procurement KPI.
  • Own standardization progress reports: planning, MOM format…
  • Develop the procurement tool Power BI according to the program expectation.
  • Manage the discrepancy of order confirmation for offshore purchases.
  • Internal and external documentation management + loading in SAP (or other tool to be defined) for offshore purchases.
  • Following procurement at 2nd rank supplier, following manufacturing according to MPP.
  • Manage OTD and define the action plan according to the progress.
  • Management of the preFAT + FAT (internal & external inspection notification) + packing with marking
  • Manage NCR, supplier change and claim management, RTS and handover documentation
  • Manage expenses - Respect the allocated budget when defined.
  • Collaborate closely with GEV's Sourcing organization to define and manage progress plans
  • Support cost out activities.
  • Interfacing and coordinating with all the other functions (Supply Chain Leadership, Logistic, Engineering, Project, Finance & others).
  • Ensuring that our T&C’s are applied to all of our suppliers.
  • Monitoring risks and opportunities for the scope and set-up mitigation plan accordingly.
  • Regular suppliers’ performance reviews.
Required Qualifications
  • Bachelor’s degree in a relevant discipline from an accredited university
  • Minimum 7 years’ experience in Project Supply Chain / Procurement Management
  • Experience in leading and managing strategy for local content and localization programs
  • Strong quantitative and analytical skills (data processing)
  • The legal right to work in KSA without company sponsorship or time restriction
