Job summary

SYSTRA is seeking a Health, Safety and Environment (HSE) Inspector to support monitoring and verification of HSE standards on a conventional railway project in Saudi Arabia. Working under the HSE Lead, you will conduct routine site inspections, observations, and reporting to reinforce a proactive safety culture.

The role requires a Bachelor's in engineering or safety, NEBOSH/OSHA certification, fluent English and Arabic, and at least five years of HSE experience in Gulf infrastructure projects.

Qualifications

• Bachelor’s degree in Engineering, Occupational Health and Safety or related field is required.
• NEBOSH/OSHA or equivalent certification is required.
• Fluent in English with strong written and oral communication skills.
• Fluent in Arabic with strong written and oral communication skills.
• Minimum 5 years of HSE experience in infrastructure or transportation projects.
• At least 5 years in a similar Gulf-region role (UAE, KSA, Qatar).
• Experience in incident investigations.
• Experience in risk assessments for conventional railway construction environments.
• Experience compiling safety performance information.
• High attention to detail; proactive, adaptable team player; safety-focused.

Responsibilities

• Conduct routine site HSE inspections and observations to verify compliance with approved HSE plans, procedures, and safe systems of work.
• Monitor construction activities and report unsafe acts, unsafe conditions, and non-conformances to the Safety Engineer or HSE Lead.
• Support audits and compliance monitoring activities by gathering site evidence, observations, and factual information.
• Support the review of contractor risk assessments, method statements, and work permits for completeness and on-site alignment.
• Record inspection findings, safety observations, and non-conformances accurately, tracking close-out of actions as instructed.
• Issue work permits in accordance with approved procedures, ensuring required controls, authorisations, and supporting documentation are in place prior to work commencing.
• Facilitate timely incident reporting by promptly notifying the Project Manager and HSSE Lead of incidents and near misses, and assisting in the collection of factual site information as required.
• Support the initial site response to incidents and near misses by helping to secure the area, preserve evidence, and cooperate with investigation activities as directed.
• Participate in incident investigations by gathering information, evidence, and factual observations to support root cause analysis.
• Support the delivery of toolbox talks, safety briefings, and site communications to reinforce safety expectations.
• Maintain daily site HSE records, inspection logs, and observation reports in line with project requirements.
• Liaise with contractor site teams to verify implementation of agreed control measures and corrective actions.
• Escalate safety concerns promptly where immediate risk is identified.
• Remain familiar with applicable project HSE requirements and regional regulatory expectations relevant to conventional railway works.

CONTEXT AND PURPOSE OF THE POSITION

The Health, Safety, and Environment (HSE) Inspector supports the monitoring and verification of HSE standards, procedures, and controls on a conventional railway project.

Working under the direction of the HSE Lead, the HSE Inspector undertakes routine site inspections, observations, and reporting activities to support compliance and reinforce a proactive safety culture. The role is focused on site presence, observation, and reporting.

Missions/Main Duties

• Conduct routine site HSE inspections and observations to verify compliance with approved HSE plans, procedures, and safe systems of work.
