Job summary

Asmacs is seeking an experienced HSE Manager to lead health, safety, and environmental management for large railway infrastructure projects in Saudi Arabia. You will develop and maintain the HSE system, ensure regulatory compliance, and drive safety programs across all maintenance operations.

The role requires a Bachelor’s degree in a related field, 15+ years of HSE leadership, and certifications such as NEBOSH and ISO 45001 Lead Auditor.

Qualifications

• Bachelor's degree in engineering, Occupational Safety, Environmental Engineering, or related discipline.
• NEBOSH International General Certificate or equivalent.
• ISO 45001 Lead Auditor certification.
• Railway safety certification is an advantage.

Responsibilities

• Develop, implement, and maintain the Project Health, Safety, and Environmental Management System.
• Ensure compliance with SAR safety requirements, contract specifications, statutory regulations, and company HSE procedures.
• Prepare and implement project-specific HSE plans, emergency response procedures, and safety programs.
• Monitor maintenance activities to ensure safe execution across railway works.
• Conduct regular site inspections, audits, and safety assessments at project locations.
• Identify hazards, perform risk assessments, and implement control measures.
• Review and approve JSAs, Method Statements, Risk Assessments, and Permit-to-Work systems.
• Investigate incidents and enforce corrective actions.
• Monitor HSE performance indicators and report to Project Management and SAR.
• Conduct HSE induction, training, toolbox talks, and awareness programs.

Job description

Main Duties

• Develop, implement, and maintain the Project Health, Safety, and Environmental Management System.
• Ensure compliance with all SAR safety requirements, contract specifications, statutory regulations, and company HSE procedures.
• Prepare and implement project-specific HSE plans, emergency response procedures, and safety programs.
• Monitor all maintenance activities including track works, structures maintenance, workshop operations, and equipment usage to ensure safe execution.
• Conduct regular site inspections, audits, and safety assessments across all project locations.
• Identify hazards, conduct risk assessments, and implement appropriate control measures.
• Review and approve Job Safety Analyses (JSA), Method Statements, Risk Assessments, and Permit-to-Work systems.
• Investigate incidents, accidents, near misses, and unsafe conditions, and ensure corrective actions are implemented.
• Monitor HSE performance indicators and prepare periodic safety reports for Project Management and SAR.
• Conduct HSE induction, training, toolbox talks, and awareness programs for all project personnel.
• Ensure proper use of Personal Protective Equipment (PPE) and compliance with safety procedures.
• Coordinate emergency preparedness activities, drills, and response plans.
• Liaise with SAR representatives and regulatory authorities regarding HSE matters.
• Support implementation of environmental management practices, including waste management, pollution prevention, and environmental compliance.
• Promote continuous improvement of HSE performance and foster a positive safety culture throughout the project.
• Ensure all subcontractors and suppliers comply with project HSE requirements.

• Implement and uphold safety and security protocols to protect the well-being of all employees and company assets.
• Perform additional duties as needed to support the team and overall business objectives.

Years of Experience

• Minimum 15 years of experience in Health, Safety, and Environmental management.
• Experience in large railway, infrastructure, and maintenance projects.
• Proven experience managing HSE systems for multidisciplinary maintenance operations.
