Purpose of Job
Jobholders at this level are responsible for leading work activities and working autonomously with minor direction towards predetermined long-term objectives. Jobholders oversee the implementation of operational plans and the provision of significant improvements to set policies, procedures, standards and reports. Their main operational role includes developing models and dashboards, monitoring and evaluating overall operations and performing data mappings, data profiling, query design, data flow design, and data cleaning between multiple databases across multiple platforms. In addition, of managing day-to-day tasks through digital channel, planning and prioritizing tasks and related actions, and finally identifying development and training needs to the team, and providing guidance and support.
Job Responsibilities
Data Management
- Develop data standards to ensure consistency and efficiency in data processing and safeguard data integrity
- Verify data and information requirements, understand source system platforms, applications and systems in order to define the optimal approach to obtain data from diverse sources
- Extract, transform and load data into developed models and reports and ensure they are adapted to accommodate changes in source systems and new business requirements
- Evaluate the logic used to construct datasets and accordingly develop models covering all needed logical and physical design choices and storage parameters
- Review and analyze feedback from operations functions to update developed analytical/predictive models and provide advanced solutions to assist them in their requests
- Collect related documents and data and handle documentation and archiving activities based on set standards
- Update reporting and analytics related activities through digital channels
Reporting & Analytics
- Build reports to support relevant operations’ functions in specific tax/customs/zakat analysis, conduct relevant studies and report identified gaps and deviations
- Develop different scenario analysis on micro and macro data to test impact on ZATCA’s operations and report findings and observations
- Develop studies to assess system gaps and internal operations evaluations, recommend relevant solutions and communicate with Operation Improvement functions for implementation and follow up
- Design statistical reports on tax and customs operations by type to provide relevant insights for senior management on operations performance, initiatives, targets and progress
- Compile and analyze statistical reports, studies and surveys from local and global entities (MOF, World Bank, IMF, and OECD, GASTAT, MOEP, etc.), ensure mutual collaboration efforts to share findings and observations
- Meet with business units to develop and validate reports/dashboards and provide guidance and support on models and data analysis
Organization and Operations
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
People Management
- Train junior staff on the different job activities to ensure transfer of know-how, when applicable
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
- Support junior staff or direct reports in order to execute their duties according to set policies and processes

Education
Bachelor’s degree in Data Analytics or equivalent is required

A minimum of 4 years of relevant experience
