Atkins Realis Group in Saudi Arabia is seeking a Quantity Surveyor Manager to lead cost control, valuation, and commercial administration across infrastructure projects.

You will measure and quantify works, prepare take-offs, monitor budgets, review payments, and manage variations, while ensuring compliance with FIDIC contracts.

The role requires experience on major infra projects, GCC exposure, and professional membership would be preferred.

Qualifications

  • Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or related field.
  • MRICS/APC, AIQS, CIQS, ICE membership preferred.
  • Additional qualifications in Commercial Management or Construction Law are advantageous.

Job description

The Quantity Surveyor Manager will be responsible for managing all quantity surveying measurement valuation cost control and commercial administration activities associated with the Projects The role will ensure effective cost management throughout the project lifecycle from construction through final account settlement while maintaining compliance with contractual commercial and client requirements

Your role
  • Measure and quantify construction works in accordance with contract requirements and approved drawings
  • Prepare detailed quantity take-offs and verify contractor-reported quantities
  • Monitor project costs against approved budgets and forecasts
  • Track quantities associated with bridge highway and infrastructure works throughout the construction lifecycle
  • Review contractor interim payment applications
  • Verify quantities progress achievements and supporting documentation
  • Coordinate with site engineers and inspectors to confirm work completion status
  • Prepare valuation reports and payment recommendations
  • Ensure payment certification is carried out in accordance with contractual requirements
  • Evaluate variation requests and change orders
  • Prepare quantity assessments and cost estimates for proposed scope changes
  • Analyze commercial implications of design modifications site instructions and additional works
  • Maintain variation registers and monitor approval status
  • Support negotiation and agreement of variation values with contractors
  • Monitor project expenditure and identify cost trends
  • Prepare project cost forecasts and cash flow projections
  • Identify potential cost overruns and recommend mitigation measures
  • Support project managers and commercial teams in budget management activities
  • Assist in value engineering initiatives to optimize project costs
  • Assist with the administration of construction contracts
  • Review contract documents Bills of Quantities BOQs pricing schedules and commercial submissions
  • Ensure compliance with contractual obligations and commercial procedures
  • Support contract change management and claims administration processes
  • Provide commercial advice to project stakeholders when required
  • Review supporting documentation and contract entitlement
  • Support preparation of commercial recommendations and responses
  • Assist in preparation and agreement of final accounts with contractors and suppliers
  • Support tendering and procurement activities
  • Prepare quantity take-offs and cost estimates for tender packages
  • Assist with bid evaluations and commercial reviews
  • Review contractor rates unit prices and commercial submissions
  • Support subcontract administration and contract award activities
  • Ensure commercial and quantity surveying activities comply with project procedures and governance requirements
  • Promote compliance with project standards contractual obligations and ethical business practices
  • Support project audit and compliance activities
Qualifications
  • Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
  • Professional membership with RICS (MRICS/APC), AIQS, CIQS, ICE, or equivalent is preferred.
  • Additional qualifications in Commercial Management or Construction Law are advantageous.
Experience Requirements
  • Minimum 5-8 years of quantity surveying experience on major infrastructure and construction projects.
  • Minimum 3-5 years of direct experience on bridge and transportation infrastructure projects.
  • Experience working under FIDIC Contracts is essential.
  • Previous Saudi Arabia or GCC project experience is highly desirable.
  • Experience with consultants, PMCs, government authorities, or major contractors is preferred.
