Quantity Surveyor
We are seeking an experienced Quantity Surveyor who shall be the focal point for payment application, billing, subcontract payment certification, change valuation and shall be responsible for ensuring that project revenues for the work performed are secured by means of the accurate progress payment application. The Quantity Surveyor supports their project line managers and functional managers by indicating the progress of preliminary billing against direct billing and providing meaningful insights to the cost control peers for computing CVR variance as well as cash flow.

Your Role
As Quantity Surveyor, you will have the following areas of accountabilities
- Payment application under prime contract
- Prepare further BOQ breakdowns as stipulated for lump sum values and provide component breakdown of BOQ where required
- Engage with client QA/Project Managers/Cost Managers to secure agreement for billing for lumpsum prices
- Ensure that Subcontractor/Supply Chain payment applications for progress is available prior to Prime Contract payment application
- Collate inspection records and NCR/FO clearance records in each billing cycle from peer group to substantiate payment applications
- Assist functional line management to administer subcontractors and vendors
- Provide inputs on contractual matters, project risks, variations and valuations
- Assist in identifying compliance to contractual terms in the determination and valuation of Prime contract and subcontract changes
- Implement check points for certification of subcontract payments following industry standards and compliance to the respective orders and agreements
- Collaborate with project peer groups to verify progress claims of Subcontractors
- Carry our periodic field checks to ascertain process as applicable
- Ensure that Supply Chain payment applications for progress is available prior to Prime Contract payment application>
- Assist in the revision of Project budgets and report on the status of alignment with financial goals and project requirements
- Monitor project costs, identifying cost variances and implementing corrective actions
- Track project expenditures and update cost reports regularly for management review
- Forecast cost impacts due to project changes, delays or risks and adjust budget estimates accordingly
- Avail inputs to provide Subcontract accruals
- Including suitable provision for certifications not yet made in work period revenues to have actual understanding of unbilled revenue/over billed revenue
- Develop package BOQ’s in conjunction with Engineering Department to facilitate the procurement and award of subcontracts and allocating budget against the demarcated package
- Assess and substantiate the impact of change in conjunction with Project peer groups
- Perform detailed quantity take-offs and prepare detailed first principle estimates where applicable to seek appropriate compensation under the Prime Contract
- Develop compensation computations for Extension of Time
- Process and manage change orders and variations, ensuring compliance with budgetary constraints
- Liaise with Project Control Manager and Division Commercial Manager to secure approvals for changes and variations
- Assist in the identification and qualification of projects risks and opportunities
- Assist in Project Management to develop risk mitigation strategies, considering potential cost implications
- Continuously monitor risk factors that may affect project costs and profitability
What We’re Looking For
- Experience: 4-8 years of relevant industry experience (preferably ARAMCO projects in a similar role). Track record to match relevant project size to which candidate will be considered (CIRCA SAR 400 million).
- Education: Bachelor’s Degree in Quantity surveying, Civil/Mechanical Engineering, or related field. Supplementary qualification in Quantity Surveying (Certificate course, Diploma, Graduation) will be an added advantage
- Expertise : Should be able to demonstrate good QS practice and be well versed with the relevant reference standards applicable in the industry in connection with measurements, valuation and the like.
