Job summary

Hassan Allam Holding is seeking a senior QA/QC Manager for a major MEP project in Saudi Arabia. You will lead the QA/QC team onsite, implement the Project Quality Plan, review documents, and ensure all MEP works conform to specifications and client requirements.

The role requires 12-15+ years in QA/QC for large-scale MEP projects, strong leadership, and Saudi Council of Engineers registration. You will drive quality across HVAC, Electrical, Plumbing, Firefighting, ELV, and BMS systems.

Qualifications

• 12-15+ years of QA/QC experience, preferably in major MEP projects.
• Bachelor's degree in mechanical/electrical engineering.
• Saudi Council of Engineers registration required.

Responsibilities

• Review contract documents, specifications, IFC drawings, and client/consultant requirements.
• Prepare, implement, and obtain approval of the Project Quality Plan (PQP/QMP), procedures, ITPs, method statements, and quality forms.
• Establish and maintain the Project ITP Master List for all MEP activities.
• Lead and manage the Project QA/QC team and ensure effective implementation of the Quality Management System.
• Ensure MEP works comply with drawings, specifications, method statements, ITPs, codes, and client requirements.

Job description

• Review Contract Documents, Specifications, IFC Drawings, BOQs, applicable codes, and Client/Consultant requirements.
• Prepare, implement, and obtain approval of the Project Quality Plan (PQP/QMP), Quality Procedures, ITPs, Method Statements, and Quality Forms.
• Establish and maintain the Project ITP Master List covering all MEP activities.
• Lead and manage the Project QA/QC team and ensure effective implementation of the Quality Management System.
• Ensure all MEP works comply with approved drawings, specifications, Method Statements, ITPs, applicable codes, and Client requirements.
• Oversee quality activities for HVAC, Plumbing, Firefighting, Electrical, ELV, BMS, and other MEP systems.
• Ensure compliance and approval of permanent MEP materials, equipment, suppliers, and manufacturers.
• Manage and monitor MEP inspections, testing, and commissioning activities.
• Review and monitor testing procedures, test results, third‑party laboratories, testing agencies, and calibration requirements.
• Manage NCRs, Quality Alerts, root‑cause analysis, corrective actions, and timely closure.
• Monitor and audit Subcontractors, Suppliers, and Manufacturers and ensure compliance with project quality requirements.
• Conduct internal quality audits and support Client/Consultant and external audits.
• Monitor project quality KPIs, NCR trends, inspection performance, testing results, rework, and Cost of Poor Quality.
• Identify quality risks and implement preventive and corrective actions.
• Foster quality awareness and conduct quality training across the project.
• Prepare and issue Project Monthly Quality Reports and highlight critical quality issues to Project Management.
• Have the authority to stop non‑conforming works and reject non‑conforming materials or workmanship.
• Ensure no deviation from Contract Specifications or Drawings is made without formal approval from the authorized parties.
• Ensure all quality documentation, including WIRs/IRs, MIRs, NCRs, test reports, certificates, ITPs, and commissioning records, is complete and properly controlled.
• Manage quality punch‑list closure and support project Taking‑Over and Final Completion.
• Prepare the Project Quality Close‑Out Report and capture Lessons Learned.

Qualifications & Experience

• Saudi Resident with Transferable Iqama.
• Bachelor's degree in mechanical/electrical engineering or relevant discipline.
• 12-15+ years of QA/QC experience, preferably in major MEP projects.
• Proven experience as an MEP QA/QC or Quality Manager.
• Strong knowledge of HVAC, Plumbing, Firefighting, Electrical, ELV, BMS, Testing & Commissioning, and MEP quality requirements.
• Strong knowledge of ISO 9001, QMS, ITPs, Method Statements, NCR/CAPA, audits, and project close‑out.
• Saudi/GCC experience preferred.
• Strong leadership, communication, coordination, and problem‑solving skills.
• Saudi Council of Engineers registration required.
