Job summary

Asmacs is seeking an experienced QA/QC professional to lead the Project Quality Management System on a major railway/infrastructure maintenance project in Saudi Arabia. You will develop and maintain QMS processes, ensuring SAR specifications are met and coordinating inspections with SAR representatives.

The role includes planning ITPs, conducting internal audits, managing quality documentation, and driving corrective actions.

Qualifications

• Bachelor's degree in civil or mechanical engineering.
• Minimum 15 years of experience in QA/QC for railway and infrastructure projects.
• Experience implementing and managing QMS on large multidisciplinary maintenance contracts.
• ISO 9001 Lead Auditor or Internal Auditor Certification.
• Additional railway quality certification is an advantage.

Responsibilities

• Develop, implement, and maintain the Project QMS per contracts and standards.
• Ensure maintenance activities comply with SAR specs and procedures.
• Prepare and implement the Project Quality Plan, ITPs, quality procedures, and inspection checklists.
• Monitor quality performance across track, structures, workshop, and equipment maintenance.
• Plan and conduct internal quality audits to verify compliance with the QMS and project procedures.
• Coordinate inspections with SAR representatives and close observations and non-conformities.
• Review inspection reports, maintenance records, quality documents, and test results for compliance.
• Identify quality issues and implement corrective and preventive actions.
• Monitor KPIs related to quality and drive continual improvement initiatives.
• Maintain control, distribution, and maintenance of quality documentation and records.
• Support technical teams with guidance on quality requirements and standards.
• Coordinate with HSE Manager, Planning Engineer, District Managers, and Workshop Manager to meet quality objectives.
• Conduct quality awareness sessions and training to promote compliance and improvement.
• Participate in management reviews, technical reviews, inspections, and client quality meetings.
• Ensure subcontractors and suppliers comply with project quality requirements and approved procedures.
• Prepare periodic quality reports and submit findings and improvement recommendations.

Main Duties

• Develop, implement, and maintain the Project Quality Management System (QMS) in accordance with contractual requirements and applicable quality standards.


• Ensure all maintenance activities comply with SAR specifications, approved procedures, technical standards, and contract requirements.


• Prepare and implement the Project Quality Plan, Inspection and Test Plans (ITPs), quality procedures, and inspection checklists.


• Monitor quality performance across track maintenance, structures maintenance, workshop operations, and equipment maintenance activities.


• Plan and conduct internal quality audits to verify compliance with the Quality Management System and project procedures.


• Coordinate inspections with SAR representatives and ensure timely closure of observations and non-conformities.


• Review inspection reports, maintenance records, quality documentation, and test results to verify compliance with project requirements.


• Identify quality issues and implement corrective and preventive actions to eliminate recurring deficiencies.


• Monitor Key Performance Indicators (KPIs) related to quality and recommend continual improvement initiatives.


• Ensure proper control, distribution, and maintenance of quality documentation, records, and project procedures.


• Support technical teams by providing guidance on quality requirements, specifications, and applicable standards.


• Coordinate with the HSE Manager, Planning Engineer, District Managers, and Workshop Manager to ensure quality objectives are achieved throughout the project.


• Conduct quality awareness sessions and training programs to promote continuous improvement and compliance with project quality requirements.

Qualification

Bachelor's degree in civil engineering, Mechanical Engineering, or a related Engineering discipline.
