Atkins Realis Group seeks a Project Quality Manager with a strong site operations background to head the QA/QC function for the PMCM Team and drive quality assurance across projects. You will lead IMS implementation, ensure regulatory compliance, and provide quality consultancy to project teams on design, construction, and handover phases.

The Project Quality Manager requires a strong background in site operations and consultancy services to head the QA QC function of the PMCM Team and lead quality assurance initiatives across multidisciplinary projects This role will ensure compliance with regulatory standards drive continuous improvement and support project delivery excellence both on-site and in client-facing environments The duties have continuity through the complete lifecycle of the project from engineering design temporary works until hand-over through construction and testing amp commissioning and provides leadership to achieve successful project delivery Act as the Quality Management Representative of the PMCM for site operations In coordination with the Head of Construction manage construction supervision teams including Resident Engineers Discipline Engineers Inspectors and support staff Lead the implementation and maintenance of the Integrated Management System IMS for the Project Ensure full compliance with processes procedures regulations specifications employer s requirements and relevant authority standards Ensure proper documentation and record management practices are maintained ensuring complete traceability of the PMCM activities through definition and supervision of the required procedures Oversee QA QC activities for the project across assets and disciplines Earthworks subgrade and embankments Ensure Inspection amp Test Plans ITPs Method Statements and Work Procedures are approved and effectively implemented Monitor material approvals laboratory testing and site inspections in line with authority and project requirements Plan and conduct internal audits vendor audits and support external client authority audits Lead non-conformance management root cause analysis RCA and corrective preventive action implementation Track and report quality KPIs trends lessons learned and continuous improvement initiatives Collaborate closely with Project Managers Construction Managers Engineers Contractors and Site Teams
Provide quality consultancy and advisory services to the other functional teams other consultants and client Deliver quality training and mentoring to project and site teams on
Monitor project progress and identify potential risks delays and issues Promote a proactive quality collaboration team work and continuous improvement culture across project teams and contractors Prepare and present periodic project performance reports to senior management and clients Participate in project review meetings and executive-level presentations Build and maintain strong relationships with clients contractors authorities and other stakeholders Identify opportunities for operational efficiencies and cost optimization Escalate critical issues and provide strategic recommendations Ensure compliance with organizational governance and reporting requirements
Bachelor s Degree in Architectural, Civil Engineering, Quality Management, or a related discipline. ISO 9001 Lead Auditor certification (preferred). Professional membership with a recognized engineering institution is preferred. 15+ years of experience, with at least 10 on quality management within buildings and/or transportation projects. Proven experience managing site-based quality operations on large-scale road or transportation projects. Good leadership, communication, and stakeholder management skills. In-depth knowledge of Quality Management Systems (QMS / IMS), ISO standards, construction quality practices, quality tools such as RCA, FMEA, audits, and continuous improvement techniques. Strong consultancy and client-facing background, preferably within engineering consultancy environments. Experience coordinating with contractors, consultants, and government authorities. Excellent coordination and stakeholder management skills. In depth knowledge of inspection and testing techniques with regard to temporary and permanent works. Good engineering judgement, communication and technical reporting skills. Strong ability on negotiation, conflict resolution, decision-making and problem-solving. High level of organisation and commitment to your work. Excellent personal organisational skills and team work. Used to work in a fast-paced office environment combining construction supervision works and administration work. Open to adapt to flexible working hours arrangements. Experience working in the KSA or wider Middle East region is preferred.
