Saudi Gold Refinery (SGR) is a Saudi mining and precious‑metals company specialized in the refining of gold and precious metals, bullion production, and value‑added precious‑metal services. Role Overview

Saudi Gold Refinery (SGR) is seeking a Purchasing Officer in Riyadh, Saudi Arabia to manage procurement activities for our gold refining, exploration, and laboratory operations. This role ensures the timely and compliant acquisition of critical inputs such as assay reagents, refining catalysts, and plant maintenance spares. The Purchasing Officer will support SGR's operational continuity by maintaining robust supply chains aligned with Vision 2030 mining sector standards.

The Purchasing Officer will report directly to the Purchasing Manager and will play a key role in optimizing vendor relationships and controlling procurement costs. This position requires a detail‑oriented professional who can navigate Saudi regulatory requirements and support the technical needs of our refining and laboratory teams.

Key Responsibilities

The Purchasing Officer will be responsible for the following key areas:

Procurement Execution

The role processes purchase requisitions by verifying budget availability and technical specifications before issuing purchase orders in the ERP system.

This position identifies and evaluates suppliers for laboratory and refining consumables to ensure compliance with quality and regulatory standards.

Import Coordination

The officer coordinates with freight forwarders and customs brokers to ensure accurate clearance of imported goods through Saudi Customs.

Cost Control

The role tracks price variances against budgeted costs and identifies opportunities for consolidation to leverage volume discounts.

Inventory Support

This position collaborates with the Warehouse Manager to reconcile physical inventory counts with purchase order receipts monthly.

Compliance Management

The officer ensures all suppliers adhere to Saudi labor laws and environmental regulations where onsite service delivery is required.

Documentation Control

The role maintains a complete digital archive of procurement documents to support internal and external audit reviews.

This position monitors supplier delivery timelines and quality standards to minimize production downtime in refining operations.

Reporting

The officer prepares monthly procurement reports detailing spend analysis and outstanding orders for management review.

Contract Administration

The role negotiates payment terms and delivery schedules with vendors to optimize cash flow and reduce lead times.

Qualifications
  • Bachelor's degree in Supply Chain Management, Business Administration, or Engineering from an accredited university.
  • Minimum of three years of experience in procurement within the mining, industrial manufacturing, or laboratory services sector.
  • Demonstrated knowledge of Saudi Customs procedures and import regulations for industrial and hazardous materials.
  • Proficiency in ERP systems for purchase order processing, inventory management, and spend reporting.
  • Strong understanding of contract law principles and commercial terms relevant to supply agreements in Saudi Arabia.
  • Ability to interpret technical specifications for laboratory equipment and refining plant components.
  • Fluency in English and Arabic is required to negotiate with local vendors and review regulatory documentation.
  • Valid driver's license and willingness to travel occasionally to exploration sites or ports for inspection purposes.
Preferred / Nice‑to‑have
  • Experience in purchasing for precious metals refining or ISO 17025 accredited laboratory environments.
  • Familiarity with LBMA Good Delivery standards and supply chain due diligence requirements.
  • Previous exposure to SAP or Oracle procurement modules in an industrial setting.
  • Knowledge of local content regulations and In‑Kingdom Total Value Add (IKTVA) reporting requirements.
  • CIPS Level 4 Diploma in Procurement and Supply or equivalent certification.
Success Metrics
  • Achieves a 95% on‑time delivery rate for critical laboratory and refining consumables.
  • Reduces average procurement cycle time for standard purchases by 15% through process optimization.
  • Establishes a qualified vendor pool for all key categories with at least two approved suppliers per item.
  • Ensures 100% compliance with Saudi Customs and SASO regulations for all imported goods.
  • Delivers accurate monthly spend reports with zero discrepancies in financial reconciliation.
