Job summary

Parsons is seeking a Project Sustainability Manager to lead on-site environmental management for a major public realm development in Diriyah, Riyadh. You will oversee environmental planning, monitoring, and compliance across construction activities, coordinating with HSE, design, and client teams.

You will drive sustainability initiatives, support rating systems like LEED or Envision, and ensure timely reporting and audits.

Qualifications

• Bachelor's degree in Environmental Science/Engineering or Sustainability required.
• Experience on large construction projects, site-based preferred.
• Strong knowledge of environmental regulations and permitting in KSA/GCC.
• Experience with EMS and sustainable construction practices.
• Familiarity with LEED/Envision/BREEAM rating systems; accreditation preferred.
• Proven ability to lead environmental programs and audits.
• Excellent communication and reporting skills with regulators and contractors.
• Understanding of HSE integrations within project frameworks.

Responsibilities

• Report to the Project Director and act as the on-site environmental lead.
• Develop and oversee Environmental Management Plan and Sustainability Plan.
• Review contractor Environmental & Sustainability Plans and related procedures.
• Monitor compliance with local regulations, permits, and targets.
• Conduct environmental inspections and audits; drive corrective actions.
• Oversee waste, noise, dust, air quality, water usage and soil protection.
• Coordinate environmental monitoring activities and review reports.
• Collaborate with HSE, construction, and design teams to integrate sustainability.
• Support LEED/Envision/other rating systems documentation and evidence.
• Provide technical guidance and lead incident investigations with action tracking.
• Deliver training and toolbox talks on environmental topics.
• Coordinate with regulators and third-party auditors; manage reporting.
• Manage KPI dashboards and sustainability reporting for stakeholders.
• Identify and address environmental risks and opportunities in risk registers.
• Assist handover with verified environmental commitments and evidence.

Parsons is looking for an exceptionally talentedProject Sustainability Managerto join oursite-based construction supervision teamon a major public realm development in Diriyah, which includes a series of iconic and neighborhood parks, open spaces, and over 55 kilometers of streetscape. What You’ll Be Doing

• Report to theProject Director/Construction Directorand act as theproject lead for environmental management and sustainabilityon site.
• Develop, implement, and oversee theProject Environmental Management PlanandSustainability Planin line with Parsons standards, client requirements, and applicable regulations.
• Review and approve the contractor’sEnvironmental & Sustainability Plans, CEMP, Waste Management Plan, Pollution Prevention Plan, and related procedures, ensuring alignment with project objectives.
• Monitor construction activities to ensure compliance withlocal environmental regulations, permit conditions, and sustainability targets(e.g., resource efficiency, waste reduction, carbon considerations).
• Conduct regularenvironmental and sustainability inspections and auditson site, identifying non‑conformances and ensuring timely corrective and preventive actions.
• Oversee management ofwaste, noise, dust, air quality, water usage, soil protection, ecology, and hazardous materialsin accordance with project standards.
• Coordinateenvironmental monitoringactivities (e.g., noise, dust, water quality) and review monitoring reports, ensuring appropriate actions are taken as needed.
• Collaborate with HSE, construction, and design teams tointegrate sustainability principlesinto construction methods, materials selection, waste handling, and site logistics.
• Support implementation ofsustainability rating system requirements(e.g., LEED, Envision, or equivalent), including documentation, evidence gathering, and liaison with independent assessors, as applicable.
• Providetechnical guidanceto Parsons and contractor teams on environmental best practices and sustainable construction solutions.
• Lead or participate inenvironmental incident investigations, root-cause analysis, and reporting, and track implementation of corrective actions.
• Prepare and delivertraining and toolbox talkson environmental and sustainability topics to project staff and contractor personnel.
• Coordinate withclient representatives, regulatory authorities, and third-party auditorson all environmental and sustainability matters, including inspections and reporting.
• Manage projectenvironmental and sustainability reporting, including weekly/monthly reports, KPI dashboards, and summary presentations for internal and external stakeholders.
• Ensure thatenvironmental risks and opportunitiesare identified early, assessed, and incorporated into project risk registers and mitigation plans.
• Supporthandover and close-outactivities by verifying environmental commitments are fulfilled, documentation is complete, and sustainability targets/credits are properly evidenced.

What Required Skills You’ll Bring

• Bachelor's degree in Environmental Science, Environmental Engineering, Sustainability from a recognized university.
• Inenvironmental management and/or sustainabilityon large-scale construction or infrastructure projects, preferably in a site-based role.
• Strong knowledge ofenvironmental regulations, standards, and permitting requirementsapplicable to construction projects in KSA or the GCC.
• Demonstrated experience implementingEnvironmental Management Systemsandsustainable construction practiceson major projects.
• Experience withgreen building/sustainability rating systems(e.g., LEED, Envision, BREEAM, Mostadam or similar); relevant accreditation or certification is preferred.
• Proven ability tolead environmental and sustainability programs, conduct audits, and influence contractor performance.
• Strongcommunication, coordination, and report-writing skills, with the ability to interface confidently with clients, regulators, and contractors.
• Familiarity withHSE management systemsand the integration of environmental and sustainability requirements within overall project HSE frameworks.
• Experience inKSA or the GCC regionis preferred.
