Big Fish Consult is seeking an experienced Procurement Manager in Jeddah to lead strategic sourcing, planning, tendering and contract negotiations for a major real estate and destination development program in Saudi Arabia.

You will ensure cost-effective procurement, supplier performance, and compliance with corporate policies while supporting large-scale development and operational needs.

Qualifications

• Bachelor's degree in supply chain, business, or engineering.
• 8-12 years procurement experience with 3+ years in management.
• Strong background in real estate development or large-scale projects.
• Experience with strategic sourcing, tendering, and contracts.

Responsabilités

• Develop and implement procurement strategies aligned with timelines and budgets.
• Oversee end-to-end procurement: sourcing, RFQs/RFPs, tenders, negotiations, awards.
• Procure construction, consultancy, facilities mgmt, and corporate services.
• Lead supplier selection, prequalification, evaluation, and relationships.
• Drive cost optimization and value engineering without compromising quality.
• Collaborate with cross-functional teams to ensure timely procurement delivery.
• Ensure compliance with governance, approvals, contracts and Saudi regs.
• Monitor budgets, supplier risks, KPIs, and report to senior management.
• Support governance, process improvements, and ERP utilization.

Job Summary

We are seeking an experienced Procurement Manager to lead strategic sourcing, procurement planning, tendering, and contract negotiations for a major real estate and destination development organization in Saudi Arabia. The role will ensure cost-effective procurement, supplier performance, and compliance with corporate policies while supporting large-scale development and operational requirements.

Key Responsibilities

• Develop and implement procurement strategies aligned with business objectives, project timelines, and budgets.
• Manage end-to-end procurement activities, including sourcing, RFQs/RFPs, tender evaluations, negotiations, and contract awards.
• Oversee procurement of construction, consultancy, facilities management, operational services, and corporate requirements.
• Lead supplier selection, prequalification, performance evaluation, and relationship management.
• Drive cost optimization, value engineering, and procurement efficiency without compromising quality or delivery.
• Collaborate with Project Development, Commercial, Finance, Legal, and Operations teams to ensure timely procurement delivery.
• Ensure compliance with procurement policies, approval authorities, contractual obligations, and applicable Saudi regulations.
• Monitor procurement budgets, supplier risks, KPIs, and reporting to senior management.
• Support procurement governance, process improvements, and ERP system utilization.

Qualifications & Experience

• Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related discipline.
• 8-12 years of procurement experience, including at least 3 years in a managerial capacity.
• Strong background in real estate development, major construction projects, or large-scale destination operations.
• Proven experience in strategic sourcing, tender management, commercial negotiations, and contract administration.
• Strong understanding of procurement governance, supplier management, cost control, and risk mitigation.
• Experience working with major developers, government-related entities, or large corporate organizations in Saudi Arabia is highly desirable.
• Professional certifications such as CIPS, CPSM, or equivalent are advantageous.
• Excellent stakeholder management, negotiation, analytical, and leadership skills.
