Job summary

TRS Staffing Solutions is seeking a senior procurement leader for EPC/PMC projects in Saudi Arabia. The role demands 15+ years in oil & gas procurement, with hands-on expertise in vendor prequalification, bid evaluation, contract administration, and procurement lifecycle management.

You will drive supplier performance, negotiate contracts, manage logistics, and support project execution, commissioning, and turnaround activities.

Qualifications

• Lead end-to-end EPC/PMC procurement activities including planning, sourcing strategies, RFQs, bid evaluations, purchase orders, and contract compliance.
• Manage procurement of mechanical, electrical, instrumentation, and construction-related packages ensuring alignment with engineering and project needs.
• Drive supplier performance and commercial excellence through negotiations, expediting, delivery monitoring, and logistics coordination.
• Ensure governance, reporting, and continuous improvement by maintaining procurement documentation and cross-functional coordination.

Responsibilities

• Lead end-to-end EPC/PMC procurement activities, including procurement planning, sourcing strategies, vendor selection, RFQs, bid evaluations (TBE/CBE), purchase orders, and contract compliance.
• Manage procurement of critical project materials and equipment, including mechanical, electrical, instrumentation, structural steel, and construction-related packages.
• Drive supplier performance and commercial excellence through negotiations, expediting, delivery monitoring, FAT/SAT coordination, logistics management, customs clearance support, and issue resolution.
• Ensure governance, reporting, and continuous improvement by maintaining procurement documentation, coordinating with cross-functional teams, and mitigating risks.

Responsibilities

• 15+ years of procurement experience in Oil & Gas, Petrochemical, EPC, or large-scale industrial projects, with preference for candidates who have worked on projects in Saudi Arabia.
• Strong EPC procurement expertise, including vendor prequalification, bid evaluation, strategic sourcing, purchase order management, contract administration, and procurement lifecycle management.
• Technical and systems proficiency in sourcing mechanical, electrical, instrumentation, and construction materials, with hands‑on experience using SAP or Oracle ERP systems.
• Commercial and stakeholder management skills, including contract negotiations, cost savings initiatives, supplier relationship management, logistics/customs coordination, and procurement support during project execution, commissioning, and turnaround/shutdown activities.
