Hill International is seeking an Operational Excellence - Department Manager (E1) in Qassim to lead PMO policy development, governance, and quality systems across projects. You will drive risk management, KPI reporting, data integrity in PMIS, and cross-functional coordination to improve operational efficiency and project outcomes.

Requirements include a Western‑educated engineering degree, 20 years in project management with PMO setup, and 5+ years in western countries.

Qualifications

• Bachelor’s degree in engineering from a western accredited university.
• 20 years’ experience in project management on large projects, including PMO setup.
• 5+ years' experience in western countries.
• Knowledge of professional project management processes, engineering, procurement, contracts, construction.

Responsabilités

• Review and update policies, processes, and procedures for quality assurance and risk management.
• Develop and ratify the department operating structure and processes based on PMM.
• Assess PMO staff capability and define roles and responsibilities.
• Prepare a knowledge transfer program with on-the-job learning.
• Motivate employees to improve performance and foster continuous improvement.
• Ensure Stage-Gate Process is applied to projects.
• Establish and maintain a PMO quality management system aligned with PMM.
• Apply quality assurance to each project.
• Analyze data to identify operational trends and opportunities for improvement.
• Coordinate with other departments for initiative implementation.
• Review bidder’s quality submittals.
• Implement risk management procedures and a typical risk register.
• Enforce Risk Registers for each project by the Construction Management contractor.
• Review Risk Registers monthly.
• Analyze project performance data to identify risks and issues.
• Prepare reports on operational performance with benchmarks.
• Review and consolidate project dashboards and reports.
• Develop a consolidated NWC dashboard in line with PMIS.
• Issue periodical dashboards and reports to stakeholders.
• Provide PMIS support and develop KPIs for project performance.
• Ensure timely and accurate PMIS data input (Primavera P6, Oracle...).
• Coordinate performance evaluations of contractors and consultants.
• Stay informed of Hill policies on quality, environment, safety, and health; ensure compliance.
• Perform other duties as assigned by line manager.
