UN Atlas seeks an experienced aviation security expert to strengthen regulatory frameworks and oversight within GACA/Aviation Security Sector under ICAO TCP initiatives.
The role focuses on developing security strategies, improving quality assurance, and implementing data-driven oversight tools to meet national and ICAO objectives, with emphasis on air cargo and supply chain security.
Organizational context: The expert will be assigned to the General Authority of Civil Aviation (GACA)/Aviation Security Sector under ICAO TCP project Number SAU22801, reporting to assigned superiors within GACA.
Job purpose: To provide specialized technical expertise to improve security, quality assurance, aviation strategies, and optimize programs within the national aviation security framework, focusing on compliance with international and national standards.
Responsibilities: Assist in improving security and quality assurance, developing aviation strategies, and optimizing programs to meet national goals and ICAO objectives. Provide technical expertise for the development and enhancement of aviation security regulations, State Aviation Security Program, and National Aviation Security Oversight System. Support the development and oversight of the National Known Consignor Program and regulatory oversight across key aviation security domains. Develop technical oversight tools, performance indicators, and data-driven monitoring mechanisms. Support national readiness for ICAO USAP-CMA, focusing on air cargo and supply chain security. Enhance aviation security data systems and risk-based oversight methodologies.
Education: University degree in Aviation security or related fields is required. Professional experience of at least ten years in an airline, airport, government, or civil aviation organization with supervisory and instructional experience in air and ground security matters.
Work experience: At least ten years of experience in an airline, airport, government, or civil aviation organization, including supervisory and instructional experience in air and ground security. Proven experience in planning, organizing, and implementing security practices for civil aviation, aerodromes, and facilities. Knowledge of AVSEC legal basis, restricted articles regulations, security devices, and equipment. Ability to organize bomb threat response and anti-hijacking procedures. Working knowledge of ICAO SARPs (Annex 17, Doc 8973), AVSEC Training Program, and Annexes 6, 9, 14, 18. Familiarity with TSA, EU, and UK regulations. Experience in a developing country and training qualifications are desirable.
