Job summary

Jasara Program Management Company invites a seasoned Lead Cost Engineer to steer portfolio-level cost performance across major programs in Saudi Arabia. You will bring structure, rigor, and clear insight to financial and commercial environments, ensuring cost positions are well substantiated and aligned with program objectives.

You will own reporting, forecasts, cash flow planning, and cost reconciliation while collaborating with project teams and senior leadership to support informed decisions

Qualifications

• 20+ years of experience in project controls and cost management.
• 10+ years on major projects in Saudi Arabia or the GCC.
• Experience with mega-projects or multi-billion SAR portfolios and high contract volumes.
• Proficient with SAP and Oracle Unifier, plus advanced Excel and dashboards.

Responsibilities

• Own portfolio-wide cost reporting and monthly cost control cycles.
• Manage budgets, allocations, transfers, and cost coding across contracts.
• Develop detailed forecasts, forecast-at-completion positions, and closeout projections.
• Oversee monthly accrual validation, reconciliation, aging reviews, and clearing items.
• Track commitments, actuals, liabilities, settlements, and exposure through closure.
• Prepare cash flow forecasts and funding requirements for termination and closeout.
• Reconcile SAP, Oracle Unifier, and project reporting data.
• Lead cost inputs for weekly and monthly reports, dashboards, and presentations.
• Provide cost substantiation for claims, disputes, settlements, and final accounts.
• Establish reporting templates, controls, and audit trails.
• Explain movements across budgets, commitments, accruals, actuals, forecasts.
• Support portfolio reviews and senior stakeholder discussions.

As a Lead Cost Engineer, you will help steer portfolio-level cost performance across major programs, bringing structure, rigor, and clear insight to complex financial and commercial environments. This role is central to supporting informed decision-making across project and leadership teams, ensuring cost positions are well understood, well substantiated, and aligned with the broader objectives of program delivery.

Responsibilities

• Own portfolio-wide cost reporting and monthly cost control cycles

Requirements

• Bachelor's degree in Engineering, Construction Management, Quantity Surveying, Project Management, Business, Finance, or a related discipline
• 20+ years of experience in project controls and cost management, including 10+ years on major projects in Saudi Arabia or the GCC
• Proven experience managing cost control on mega-projects or mixed-use programs with multi-billion SAR portfolios and high contract volumes
• Substantial experience across budgets, accruals, forecasts, commitments, cash flow, funding, and cost reconciliation
• Experience supporting contract termination, demobilization, preservation, final account, or closeout activities
• Experience with claims, disputes, and settlements
• Hands‑on proficiency with SAP and Oracle Unifier, along with advanced Excel skills and experience using reporting and dashboard tools
• Experience presenting cost positions to senior leadership and working directly with client‑side teams
• Experience handling commercial discussions across contractors and consultants
• Professional proficiency in English
• Experience as part of an owner, IPMT, PMC, or major program organization is preferred
• Holding a PMP, CCP, RICS, AACE, or comparable credential is a plus
