The role requires 20+ years in project controls and cost management, including mega-projects in the GCC, with proficiency in SAP and Oracle Unifier, and strong leadership with client-side collaboration.

Qualifications

• Bachelor's degree in engineering, construction management, quantity surveying, project management, business, finance or related discipline.
• 20+ years of experience in project controls and cost management, including 10+ years on major projects in Saudi Arabia or the GCC.

Responsibilities

• Own portfolio-wide cost reporting and monthly cost control cycles. Manage budgets allocations, transfers and cost coding across contracts.
• Develop detailed forecasts, forecast-at-completion positions and closeout projections.
• Oversee monthly accrual validation, reconciliation, aging reviews and clearing of unsupported items.
• Track commitments, actuals, liabilities, settlements and exposure through contract closure.
• Prepare cash flow forecasts and funding requirements for termination, demobilization, preservation, settlement and closeout.
• Reconcile SAP, Oracle Unifier commercial records and project reporting data.
• Lead cost inputs for weekly and monthly reports, dashboards and presentations.
• Provide cost substantiation for claims, disputes, settlements and final account reviews.
• Establish reporting templates, controls and audit trails.
• Explain movements across budgets, commitments, accruals, actuals, cash flow and forecasts.
• Support portfolio reviews and senior stakeholder discussions.

Bachelor s degree in Engineering, Construction Management, Quantity Surveying, Project Management, Business, Finance, or a related discipline.

20+ years of experience in project controls and cost management, including 10+ years on major projects in Saudi Arabia or the GCC.

Proven experience managing cost control on mega-projects or mixed-use programs with multi-billion SAR portfolios and high contract volumes.

Substantial experience across budgets, accruals, forecasts, commitments, cash flow, funding, and cost reconciliation.

Experience supporting contract termination, demobilization, preservation, final account, or closeout activities.

Experience with claims, disputes, and settlements.

Hands-on proficiency with SAP and Oracle Unifier, along with advanced Excel skills and experience using reporting and dashboard tools.

Experience presenting cost positions to senior leadership and working directly with client-side teams.

Experience handling commercial discussions across contractors and consultants.

Professional proficiency in English.

Experience as part of an owner, IPMT, PMC, or major program organization is preferred.

Holding a PMP, CCP, RICS, AACE, or comparable credential is a plus.
