Job summary

Decima International is seeking a PMC Lead / Site Director to oversee delivery of a hyperscale data center project, serving as the primary accountability to the Owner. You will provide leadership across governance, stakeholder coordination, performance management, and executive reporting.

The successful candidate will manage cost, schedule, quality, safety, and commissioning objectives while coordinating with Owner, consultants, designers, contractors, and vendors.

Qualifications

• Bachelor’s degree in Engineering or related field.
• Relevant professional certification or chartered status.
• 10+ years in major construction or mission-critical projects.
• Experience delivering hyperscale data center projects ≥15MW.
• Strong governance, stakeholder management, and reporting skills.
• Leadership of multidisciplinary teams.

Responsibilities

Junior Project manager – Data Center

We are seeking an experienced PMC Lead / Site Director to lead the delivery of a major hyperscale data center project. The role will serve as the PMC’s single point of accountability to the Owner, providing overall leadership across project governance, stakeholder coordination, performance management, and executive reporting.

The successful candidate will oversee project delivery against cost, schedule, quality, safety, and commissioning objectives while coordinating closely with the Owner, Site Supervision Consultant, designers, contractors, and other key stakeholders.

RESPONSIBILITIES

• Serve as the PMC’s primary point of accountability to the Owner for overall project delivery.
• Lead project governance, coordination, decision-making, and escalation processes.
• Provide strategic leadership across construction, project controls, commercial, quality, HSE, and commissioning functions.
• Coordinate activities between the Owner, Site Supervision Consultant, designers, contractors, vendors, utility providers, and other stakeholders.
• Monitor overall project performance against approved cost, schedule, quality, safety, and commissioning objectives.
• Ensure project risks, issues, dependencies, and constraints are identified, tracked, and resolved in a timely manner.
• Lead executive-level project meetings, governance reviews, and performance discussions.
• Review and challenge project progress, forecasts, key milestones, and contractor performance.
• Ensure alignment between design, procurement, construction, testing, commissioning, and handover activities.
• Oversee the performance of the PMC project team and ensure clear accountability across disciplines.
• Review and approve key project reports, recommendations, escalations, and management submissions.
• Provide executive reporting to the Owner covering project status, risks, decisions, and required actions.
• Escalate critical project issues to the Owner with clear recommendations and mitigation strategies.
• Ensure compliance with contractual requirements, project procedures, governance frameworks, and applicable standards.
• Support commercial, contractual, and change management decisions as required.
• Drive collaboration across all project stakeholders to support timely and successful project completion.
• Lead readiness for major stage gates, commissioning milestones, handover, and final project closeout.

QUALIFICATIONS

Required Qualifications

• Bachelor’s degree in Engineering, Construction Management, Project Management, or a related discipline.
• Relevant professional certification or chartered status.
• Minimum 10 years of overall professional experience in major construction, infrastructure, or mission-critical project delivery.
• Demonstrated experience delivering at least one hyperscale data center project of 15MW or greater.
• Strong experience leading complex multidisciplinary project teams.
• Extensive knowledge of project governance, stakeholder management, construction delivery, project controls, commercial management, quality, HSE, and commissioning.
• Proven ability to manage multiple contractors, consultants, designers, and stakeholders.
• Strong understanding of cost, schedule, risk, quality, safety, and commissioning performance management.
• Experience providing executive-level project reporting and recommendations to clients or Owners.
• Strong decision-making, negotiation, escalation, and conflict-resolution skills.
• Excellent leadership, communication, and stakeholder management capabilities.

Preferred Qualifications

• Project Management Professional (PMP) certification.
• MRICS or equivalent professional accreditation.
• Chartered Engineer status or equivalent.
• Experience working on hyperscale or mission-critical data center developments.
• Experience within a Project Management Consultancy (PMC) environment.
• Strong familiarity with EPC, design-build, and multi-contractor project delivery models.
• Experience working in KSA or the wider GCC region.
• Knowledge of international construction contracts and project governance standards.
