Job summary

Parsons is seeking an experienced QA/QC Manager to lead the quality function on a major infrastructure construction supervision project in the GCC region. You will establish and maintain a robust QMS across roads, tunnels, utilities, and bridge works while coordinating with clients and subcontractors.

The role requires a Bachelor’s degree in Civil Engineering and 10+ years in QA/QC for large infrastructure projects, with ISO 9001 knowledge and strong leadership capabilities.

Qualifications

• Bachelor's degree in Civil Engineering or related field.
• Minimum 10 years of experience in construction supervision with at least 10 years in a QA/QC role on major infrastructure projects.
• In-depth knowledge of quality management systems (e.g., ISO 9001) and international construction standards.
• Experience with infrastructure works including roads, tunnels, utilities, bridges.
• Strong leadership, communication, and analytical skills.
• Proficient in English, both spoken and written.

Responsibilities

• Lead the QA/QC team and oversee quality assurance and control activities throughout all phases of construction.
• Develop, implement, and manage the project-specific Quality Management Plan (QMP) aligned with Parsons’ corporate standards and client requirements.
• Review and approve contractor’s QA/QC documentation including ITPs, method statements, materials submittals, and quality procedures.
• Monitor the contractor’s compliance with quality standards and ensure proper execution of inspections and testing protocols.
• Lead quality audits and surveillance inspections on-site and coordinate third-party laboratory and field testing.
• Manage the issuance, tracking, and closure of NCRs, observations, and corrective/preventive actions.
• Prepare and present quality reports and dashboards for senior management and client review.
• Provide guidance and training to the supervision team to promote a strong quality culture.
• Liaise with the client, contractor, and Parsons’ engineering team to resolve quality-related issues.
