Job summary

Alkhorayef Petroleum Company is seeking an HSE Specialist to lead safety, health and environmental initiatives at site level in Saudi Arabia. You will develop and enforce HSE policies, perform site audits, lead investigations, and ensure compliance with applicable laws and ISO standards.

The role requires strong leadership, clear communication, and the ability to train field crews and contractors. You will report to the HSE Manager and support client requirements across operations.

Qualifications

  • Bachelor’s degree in Engineering or Science (preferably).
  • Over 5 years of experience with mining or heavy industry.
  • Strong communication, organization and leadership abilities.
  • Ability to plan, organize and prioritize safety tasks.
  • Independent, meticulous and proactive in HSE.
  • Familiarity with ISO 14001 and ISO 45001 principles.

Responsibilities

  • Plan, coordinate and implement HSE policies at site level.
  • Support supervisors and field teams on safety, health and environment.
  • Ensure compliance with HSE laws; maintain records and docs.
  • Conduct regular HSE audits and implement corrective actions.
  • Oversee Life Saving Rules and Critical Controls program.
  • Manage JMS journeys and travel plans for safety compliance.
  • Coordinate safety meetings, toolbox talks, and inspections.
  • Lead incident investigations and close-out reports with lessons learned.
  • Provide HSE performance reports to management and HSE Manager.
  • Coordinate with client HSE requirements and audits.

Job description

Key Responsibilities:


  • Plan, coordinate and implement effective HSE policies, guidelines and procedures at site level to ensure company HSE objectives are met.

  • Provide support to departmental supervisors and field teams on all aspects of safety, occupational health and environmental issues.

  • Ensure compliance with all applicable HSE laws and regulations; maintain and update all required records and documentation according to established guidelines.

  • Perform regular HSE site audits and inspections to evaluate the effectiveness of HSE systems, identify gaps, and implement corrective actions.

  • Oversee the implementation of Critical Controls and Life Saving Rules (LSR) across all site operations and take immediate action on non-compliance.

  • Oversee and enforce the Journey Management System (JMS), ensuring all travel plans are approved, monitored, and complied with before vehicle movements.

  • Coordinate HSE activities including safety meetings, LPT meetings, inspections of material handling equipment, and fire prevention systems.

  • Develop HSE toolbox talk topics and ensure sessions are regularly conducted for field crews, contractors, and visitors.

  • Lead incident and accident investigations; complete close-out of all reports and prepare lessons learned for submission to management.

  • Track and provide regular HSE performance reports to the HSE Manager and operational management.

  • Coordinate with client HSE requirements, consulting with the QHSE Manager to ensure alignment with client-specific expectations, audit requirements, and contractual obligations.

  • Responsible for identifying hazardous workplace conditions and ensuring timely mitigation of health, safety and environmental risks.

  • Conduct HSE inductions and orientation for all new employees and contractors on site.

  • Support HSE initiatives including ISO 14001, ISO 45001 compliance activities as directed by the HSE Manager.

  • Manage HSE statistics reporting and assist with ad-hoc HSE tasks and projects as required.


Qualifications & Experience:


  • Bachelor’s degree preferably in Engineering/Science field.

  • More than 5 years of experience, with minimum 2 year with Mining.

  • Possess above average communication skills – well-organized and able to lead by example.

  • Ability to plan, organize and prioritize.

  • Able to work independently and meticulous.

  • Strong passion in HSE.

  • Knowledge in Microsoft office applications.

  • Introduction to OHSAS 18001:1999.

  • Environmental Aspects & Impacts Analysis.

  • Hazard Analysis & risk assessment.

  • Forklift Safe course.
