TRACTEBEL ENGINEERING S.A DUBAI BRANCH is seeking an experienced HSE Engineer to oversee Health, Safety and Environmental requirements on construction, infrastructure, and engineering projects in the GCC region.

The ideal candidate will ensure compliance with local HSE regulations and project-specific requirements, conduct risk assessments, investigate incidents, and coordinate with project teams to maintain a safe and environmentally responsible workplace.

Qualifications

  • Bachelor’s Degree in Engineering, Occupational Health & Safety, Environmental Engineering, or related field.
  • Minimum 7 years of HSE experience in construction, infrastructure, or industrial projects.
  • Professional HSE certification is mandatory or highly preferred (e.g., NEBOSH, IOSH).
  • Knowledge of GCC/Middle East HSE regulations and ISO 45001/14001 is expected.

Responsibilities

  • Implement and monitor project HSE plans, policies, and procedures.
  • Conduct risk assessments, site inspections, and safety audits; review RA, JSA, SWMS.
  • Investigate incidents and manage corrective action closure.
  • Deliver HSE training, toolbox talks, and awareness campaigns.
  • Maintain HSE records, reports, and permit-to-work compliance.

Overview

We are seeking a qualified and experienced HSE Engineer to oversee and implement Health, Safety and Environmental (HSE) requirements on construction, infrastructure, and engineering projects. The successful candidate will ensure compliance with applicable HSE regulations, company policies, and project-specific requirements while fostering a strong safety culture across the workforce. The HSE Engineer will monitor site activities, conduct risk assessments, investigate incidents, implement preventive measures, and coordinate with project teams to maintain a safe and environmentally responsible work environment.

Key Responsibilities
  • Health & Safety Management: Implement and monitor project HSE plans, policies, and procedures; ensure compliance with local regulations, client requirements, and company HSE standards; conduct regular site inspections and safety audits; monitor contractor compliance with safety plans and method statements; review Risk Assessments (RA), Job Safety Analysis (JSA), and Safe Work Method Statements (SWMS); recommend corrective and preventive actions; promote a proactive safety culture.
  • Environmental Management: Monitor compliance with environmental regulations and project environmental management plans; identify environmental risks and implement mitigation measures; monitor waste management, pollution prevention, dust control, noise control, and environmental protection measures; conduct environmental inspections and prepare compliance reports; support sustainability initiatives and environmental awareness programs.
  • Incident Investigation & Reporting: Investigate workplace incidents, accidents, near misses, and unsafe acts; conduct root cause analysis and recommend corrective actions; maintain incident records and prepare detailed reports; monitor implementation and closure of corrective actions.
  • Training & Awareness: Conduct HSE induction training for employees and visitors; deliver toolbox talks, safety campaigns, and awareness programs; ensure workers are trained and competent; promote continuous improvement through regular HSE communication and engagement.
  • Compliance & Documentation: Prepare and maintain HSE records, reports, registers, and documentation; monitor compliance with permit-to-work systems; submit weekly and monthly HSE performance reports; maintain records of inspections, audits, incidents, and corrective actions; support internal and external HSE audits.
  • Emergency Preparedness: Develop and implement emergency response plans; coordinate emergency drills and evacuation exercises; ensure availability and inspection of emergency equipment; participate in crisis management and emergency response activities.
Qualifications & Experience
  • Bachelor’s Degree in Engineering, Occupational Health & Safety, Environmental Engineering, or a related discipline.
  • Minimum 7 years of HSE experience, preferably in construction, infrastructure, transportation, or industrial projects.
  • Strong knowledge of international HSE standards and regulations.
  • Professional Health & Safety certification is mandatory or highly preferred.
  • Preferred Certifications: NEBOSH IGC, NEBOSH Construction Certificate, IOSH Managing Safely, OSHA 30-Hr, ISO 45001 Lead Auditor/Internal Auditor, ISO 14001 Lead Auditor/Internal Auditor, First Aid and Fire Safety Training.
  • Technical Skills: Knowledge of occupational health and safety regulations; experience with risk assessments and hazard identification; familiarity with ISO 45001 and ISO 14001; incident investigation and root cause analysis; permit-to-work systems; proficiency with Microsoft Office.
  • Soft Skills: Leadership, communication, observation, problem-solving, ability to influence a positive safety culture, report writing, presentation, organization, and time management; ability to work within multidisciplinary teams.
  • Experience: Experience on large-scale infrastructure, roads, utilities, rail, airport, building, or industrial projects; experience with engineering consultants, contractors, or PMC; familiarity with GCC/Middle East HSE regulations; managing multinational workforces and multiple contractors.
  • Regulatory & Reporting: Familiarity with regulatory authorities and reporting requirements; experience coordinating with site management, contractors, client representatives, and authorities.

Reporting

Reports to: HSE Corporate Manager. Directly coordinates with: Project Site Manager, Site Engineers, Inspectors, Contractors and Subcontractors, Client Representatives, Regulatory Authorities.
