JASARA Program Management Company is seeking an experienced HSE Officer to promote a safe and compliant site environment across active construction works in Riyadh. You will support day-to-day HSE oversight, implement safety plans, risk controls and reporting, and work with stakeholders to identify issues early and escalate as needed.

The role requires strong knowledge of health, safety and environmental regulations, 5+ years on construction sites, English proficiency, and preferably Arabic

Formación

• 5+ years hands-on HSE experience on construction sites.
• Diploma or BSc in Occupational Health and Safety, Environmental Engineering, Engineering, or equivalent.
• Proficient in English.

Responsabilidades

• Monitor daily construction activities for HSE compliance.
• Conduct regular site inspections and identify unsafe conditions and practices.
• Ensure contractor compliance with approved HSE plans procedures and risk assessments.
• Monitor toolbox talks permits and safe work practices.
• Support incident reporting and investigation.
• Follow up on corrective and preventive actions.
• Participate in HSE meetings audits and awareness activities.
• Prepare HSE observations inspection reports and daily weekly reports.
• Escalate significant HSE risks and violations to the HSE Manager.

As an HSE Officer you will help promote a safe and compliant site environment by supporting day-to-day HSE oversight across active construction works This role contributes to the effective implementation of safety plans risk controls and reporting processes while working closely with project stakeholders to identify issues early reinforce safe behaviors and support timely escalation where needed

Preferred Qualifications

• Minimum 5 years of hands‑on HSE experience on construction sites
• Preferably from a construction contracting background
• Good knowledge of health safety and environmental regulations and site safety procedures
• strong Arabic-speaking is preferred strong
• strong strong Saudi National candidates are highly preferred strong
• Strong communication skills and the ability to coordinate with site teams subcontractors and project stakeholders
• Diploma or BSc in Occupational Health and Safety, Environmental Engineering, Engineering, or an equivalent discipline.
• 5 years of relevant hands‑on HSE experience on construction sites.
• Proficient in English.
