Job summary

WSP in the Middle East is seeking an experienced HSE Officer to support implementation, monitoring and enforcement of Health, Safety and Environmental requirements across utility infrastructure projects in Riyadh. You will collaborate with supervision and contractor teams to ensure compliance with project HSE standards, local regulations, and WSP policies while promoting a proactive safety culture on site.

Qualifications

• 5-8 years of experience in HSE supervision on construction and infrastructure projects.
• Experience on utility infrastructure projects such as roads, water/wastewater or civil works.
• NEBOSH IGC certification is mandatory; additional IOSH/OSHA certs are preferred.

Responsibilities

• Monitor contractor compliance with HSE plans, procedures and site requirements.
• Conduct routine site inspections, audits and safety observations.
• Review permits, risk assessments, method statements and toolbox talks before works.
• Support incident reporting, investigations and corrective actions.
• Maintain accurate HSE records and participate in meetings.

Job Description

As an HSE Officer, you will support the implementation, monitoring, and enforcement of Health, Safety, and Environmental requirements across utility infrastructure projects in Riyadh. Working closely with the supervision and contractor teams, you will help ensure compliance with project HSE standards, local regulations, and WSP policies while promoting a proactive safety culture across all site activities.

As an HSE Officer, you will support the implementation, monitoring, and enforcement of Health, Safety, and Environmental requirements across utility infrastructure projects in Riyadh. Working closely with the supervision and contractor teams, you will help ensure compliance with project HSE standards, local regulations, and WSP policies while promoting a proactive safety culture across all site activities.

Responsibilities

• Monitor contractor compliance with approved Health, Safety and Environmental plans, procedures, and site requirements.
• Conduct routine site inspections, audits, and safety observations across utility infrastructure construction activities.
• Identify unsafe conditions and practices and ensure timely implementation of corrective and preventive actions.
• Review and verify work permits, risk assessments, method statements, and toolbox talks prior to commencement of works.
• Support incident reporting, investigations, root cause analysis, and implementation of corrective actions.
• Maintain accurate records of inspections, observations, incidents, safety meetings, and HSE statistics.
• Participate in daily, weekly, and monthly HSE meetings with project stakeholders and contractors.
• Monitor excavation, utility installation, lifting operations, confined space entry, traffic management, and other high-risk activities.
• Promote safety awareness through regular site engagement, training, and behavioral safety initiatives.
• Ensure compliance with Saudi regulations, client requirements, and WSP HSE standards.
• Monitor environmental controls including waste management, dust suppression, spill prevention, and housekeeping practices.
• Support emergency preparedness activities, drills, and response procedures.
• Coordinate with Resident Engineers, Inspectors, and Contractor HSE teams to maintain a safe working environment.
• Prepare HSE reports and provide recommendations for continuous improvement.

Qualifications

• Bachelor's Degree or Diploma in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
• Minimum 5-8 years of experience in HSE supervision within construction and infrastructure projects.
• Proven experience on utility infrastructure, roads, wet utilities, dry utilities, or civil infrastructure projects.
• Experience working within Consultant Construction Supervision, PMC, CMO, or Engineer environments.
• NEBOSH IGC certification is mandatory.
• Additional qualifications such as IOSH, OSHA, or equivalent certifications are preferred.
• Strong knowledge of international HSE standards, risk management principles, and construction safety practices.
• Experience conducting inspections, audits, incident investigations, and safety reporting.
• Good communication and stakeholder management skills.
• Familiarity with Saudi Arabian safety regulations and project requirements is preferred.
• Proficient in Microsoft Office applications and report preparation.
• Fluent in English; Arabic language skills would be advantageous.
