Job summary

WSP Middle East is seeking an experienced HSE Manager for an ongoing Property & Building Supervision Project in Jeddah, KSA. You will lead health, safety and environmental arrangements, supervise HSE Inspectors, and ensure compliance with legal and client requirements across project sites.

The role requires a strong track record in HSE leadership within construction or engineering, fluent English, and knowledge of Middle East safety regulations.

Qualifications

  • Bachelor's degree/ diploma in OHS, Environmental Science, Engineering or related field.
  • Proven leadership experience in HSE within construction or engineering.
  • In-depth knowledge of HSE regulations in the Middle East.
  • Strong communication and interpersonal skills to engage stakeholders at all levels.
  • NEBOSH or equivalent certification is highly desirable.
  • Fluent in English; Arabic is an advantage.
  • Mandate: Should hold SCE in Health & Safety domain.

Responsibilities

  • Manage health, safety and environmental arrangements for the project per WSP HSEQ system.
  • Direct HSE Inspectors to ensure site-level compliance with legal and client requirements.
  • Develop and deliver HSE training for WSP employees (induction and safe working practices).
  • Review contractor HSE plans, risk assessments and method statements for compliance.
  • Plan daily morning site visits to verify safety measures before work starts.
  • Conduct weekly joint HSE inspections and close out corrective actions.
  • Organise HSE meetings with clients, staff, and contractors.
  • Initiate and test emergency response plans and drills per schedule.
  • Ensure investigation reports are followed up and corrective actions closed out.
  • Conduct regular site safety reviews.

Job description

WSP Middle East is looking for an HSE Manager for an ongoing Property & Building Supervision Project in Jeddah in KSA

  • Manage the health, safety and environmental arrangements for the project against the WSP HSEQ Management System requirements, to ensure the protection of our people.

  • Manage HSE Inspectors to ensure they are monitoring the implementation of health and safety arrangements at project site level, in accordance with legal and client requirements.

  • Develop and deliver health, safety and environmental training to WSP employees including but not limited to; induction, safe working practices.

  • Review and approve contractor’s health, safety and environmental plans, risk assessments and method statements against legal and client requirements prior to the work being carried out.

  • Plan daily morning site visits across project sites to ensure health and safety measures are in place before works begins.

  • Carry out weekly joint HSE inspections with HSE Inspectors and contractor personnel and ensure all the corrective/preventive actions are closed out.

  • Organise HSE meetings with clients, WSP project staff, and contractors.

  • Initiate and test emergency response plans and ensure the drills are carried out as per the project schedule and performance standards.

  • Ensure HSE Inspectors follow up on contractor’s incident investigation reports are completed and corrective actions are identified and closed out to prevent a recurrence and provide necessary technical guidance for accident protection.

  • Conduct regular site safely reviews.

  • Bachelor's degree/ Diploma in Occupational Health & Safety, Environmental Science, Engineering, or related field.

  • Proven experience in a similar HSE leadership role, preferably within the construction or engineering industry.

  • In-depth knowledge of HSE regulations and best practices, particularly in the Middle East region.

  • Strong communication and interpersonal skills, with the ability to influence and engage stakeholders at all levels.

  • Excellent problem-solving and decision-making abilities.

  • NEBOSH or equivalent certification is highly desirable.

  • Fluent in English, both written and spoken. Knowledge of Arabic is an advantage.

  • Mandate : Should hold SCE in Health & Safety domain.
