Job summary

Jacobs Engineering Group Inc. is seeking an experienced HSE Manager to lead all Health, Safety, and Environmental activities for hyperscale data center and mission-critical projects in the Middle East.

You will develop and maintain HSE management systems, ensuring compliance with local regulations, Jacobs standards, and client requirements. The role requires NEBOSH Diploma and 15+ years HSE experience on major construction, with 5+ years in hyperscale data centers.

Qualifications

• Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, Construction Management, or related field.
• NEBOSH International Diploma is mandatory for this role.
• Minimum 15 years of overall HSE experience on major construction and infrastructure projects.
• Minimum 5 years of direct experience on hyperscale data centers, mission-critical facilities, or similar.
• Strong knowledge of ISO 45001 and ISO 14001 management systems.
• Experience with contractor management, incident investigation, risk assessment, emergency planning, and safety leadership.

Responsibilities

• Lead the development and management of project-wide HSE management systems.
• Develop project-specific HSE plans, procedures, emergency response plans, and safety initiatives.
• Promote a proactive safety culture and monitor continuous improvement across all activities.
• Serve as primary HSE advisor to Project Director, Resident Engineer, Client, and PMT.
• Establish, monitor, and report HSE KPIs and lead HSE meetings and reviews.
• Ensure compliance with Jacobs' standards, client requirements, local regulations, and international best practices.
• Oversee contractor compliance with HSE plans, risk assessments, permit-to-work, and safety procedures.
• Investigate incidents, near misses, environmental events, and implement corrective actions.
