Job summary

Client of 2COMs in Saudi Arabia seeks an experienced Head of MEP to lead the complete MEP delivery function for a major hospitality development in Makkah. You will oversee design review, coordination, construction testing, commissioning and handover, covering HVAC, electrical distribution, fire protection, plumbing, ELV and BMS.

Qualifications

• Bachelor's degree in mechanical or electrical engineering.
• 7–10 years of professional construction experience in the DACH region with 15 years total senior construction experience.
• Extensive experience in MEP engineering and project management.
• Proven track record delivering MEP systems on high-rise hospitality, luxury hotel or major mixed-use projects.
• Saudi GCC project experience is highly advantageous.
• Excellent leadership, communication, negotiation, and stakeholder-management capabilities.
• Perfect command of English; Arabic language skills are an advantage.
• Willingness to be permanently based on site in Makkah five days per week.

Responsibilities

• Provide overall strategic and technical leadership for all MEP disciplines.
• Lead MEP delivery from design review through construction testing, commissioning and handover.
• Manage MEP consultants, contractors, suppliers and specialist subcontractors.
• Review and approve shop drawings, material submittals, technical specifications and VE proposals.
• Coordinate HVAC, electrical, plumbing, fire protection, ELV, BMS and related building services with architecture and structure.
• Monitor construction progress and resolve technical issues affecting cost, quality or programme.
• Ensure compliance with Saudi Building Code, Civil Defence and international hospitality standards.
• Lead testing, commissioning, balancing and performance verification.
• Establish and maintain robust MEP QA/QC procedures.
• Monitor MEP budgets, costs, variations and claims; implement cost-control.
• Develop recovery and mitigation strategies for technical or programme issues.
• Provide technical leadership, mentorship and direction to the MEP engineering team.
• Prepare executive-level reporting on progress, risks, commissioning and milestones.

The Opportunity

The Head of MEP will lead the MEP function from design review and technical coordination through construction testing commissioning and final handover. You will work closely with project leadership consultants contractors specialist subcontractors and hotel operators to ensure that all systems meet the required technical quality safety and operational standards. The underlying role description specifically covers HVAC electrical distribution fire protection plumbing ELV BMS and commissioning.

Key Responsibilities

• Provide overall strategic and technical leadership for all MEP disciplines
• Lead MEP delivery from design review through construction testing commissioning and handover
• Manage MEP consultants contractors suppliers and specialist subcontractors
• Review and approve shop drawings material submittals technical specifications and value-engineering proposals
• Coordinate HVAC electrical plumbing fire protection ELV BMS and associated building services with architectural and structural disciplines
• Monitor construction progress and resolve technical issues affecting cost quality or programme
• Ensure compliance with Saudi Building Code Civil Defence requirements and applicable international hospitality standards
• Lead testing commissioning balancing and performance verification

Requirements

• Bachelor s degree in mechanical engineering Electrical Engineering or a related engineering discipline
• Minimum 7 10 years of professional construction experience in the DACH region with 15 years total senior construction experience Germany Austria or Switzerland combined with substantial overall MEP experience appropriate to this senior leadership position
• Extensive experience in MEP engineering and project management
• Proven track record delivering MEP systems on high-rise five-star hospitality luxury hotel or major mixed-use projects
• Strong technical knowledge of HVAC electrical distribution fire protection plumbing ELV BMS and commissioning
• Strong contractor consultant and subcontractor management experience
• Experience with complex projects and demanding delivery schedules
• Saudi GCC project experience is highly advantageous
• Knowledge of Saudi Building Code and Civil Defence requirements is an advantage
• Excellent leadership communication negotiation and stakeholder-management capabilities
• Perfect command of English is mandatory
• Arabic language skills are an advantage
