Job summary

Confidential Government seeks an executive leader to own a flagship master-planned, mixed-use residential community. The Project Executive / Chief of Project Development will have full P&L accountability from infrastructure and construction through to marketing, sales channels, cash flows and final handover.

Demands: 15–20 years in real estate development, executive leadership, and strong cross-functional management with government authorities, contractors, and financiers.

Qualifications

• Bachelor's degree in Civil Engineering, Architectural Engineering or Construction Management; MBA or PMP/PgMP is desirable.
• 15–20 years in real estate development with 7+ years in executive leadership of large-scale communities.
• Proven track record in leading real estate marketing and high-volume residential sales pipelines.
• Deep experience in FIDIC contracts, multi-tier contractor management, and supplier relations.
• Strong cross-functional leadership bridging technical and commercial, marketing, and sales.
• Strategic problem-solving and high-stakes decision-making under pressure.
• Tech-savvy with familiarity in ConTech, PropTech and enterprise PM systems.
• Exceptional negotiation and communication with senior executives, authorities, and partners.

Responsibilities

• Own the project master budget, profitability, and cash flow schedules.
• Formulate and execute the master operational roadmap for infrastructure, villas, and civic facilities.
• Liaise with government entities and financing stakeholders for approvals and permits.
• Direct main contractors, engineering consultants, and the PMO.
• Ensure QA/QC, HSE, and compliance with building codes.
• Drive MMC, BIM, and PropTech to optimize timelines and costs.
• Identify supply-chain risks and implement mitigation strategies.
• Lead marketing to craft the project's identity and launch campaigns.
• Monitor market trends and adjust product offerings and pricing.
• Establish partnerships with sales agencies, broker networks, and lenders.
• Drive multi-channel sales to achieve absorption targets and liquidity.
• Oversee sales center operations and the customer journey from reservation to handover.
• Direct the handover framework for high customer satisfaction and post-handover support.
