Job summary

FLOW Consortium in Riyadh is seeking an Engineering Work Manager (Permit to Work) to govern and coordinate engineering access across the Metro network, ensuring maintenance and project works are safely planned and executed with minimal passenger disruption.

You will lead PTW processes, optimize access windows, review requests, coordinate track and depot work, and report on performance, compliance and asset availability, while guiding safety-critical operations in a complex, fast-paced

Responsibilities

  • Lead and govern the Engineering Work Management (EWM) process, including Permit to Work (PTW), possessions, isolations, access control and engineering hours.
  • Develop and maintain an integrated engineering work plan to optimize engineering access windows and possessions.
  • Review and authorize engineering access requests, work permits, possessions and isolations based on safety requirements, operational impact and asset availability.
  • Coordinate access to tracks, stations, depots, tunnels and systems for maintenance, inspection, testing and project activities.
  • Coordinate engineering work requirements across Operations, Maintenance, Engineering, Projects, Safety, contractors and the Client.
  • Lead engineering work planning and possession review meetings, resolving competing operational, maintenance and project priorities.
  • Ensure engineering activities comply with railway procedures, the Safety Management System, contractual obligations and Client requirements.
  • Monitor engineering work performance and provide management reporting on access utilization, PTW compliance, work completion, overruns, risks and operational impacts.

Purpose

The Engineering Work Manager (Permit to Work) is responsible for governing and coordinating engineering access and work activities across the operational Metro network. The role ensures that maintenance, engineering and project works are safely planned, authorized and executed while minimizing disruption to passenger services and maximizing network and asset availability.

Job Description

  • Lead and govern the Engineering Work Management (EWM) process, including Permit to Work (PTW), possessions, isolations, access control and engineering hours.
  • Develop and maintain an integrated engineering work plan to optimize engineering access windows and possessions.
  • Review and authorize engineering access requests, work permits, possessions and isolations based on safety requirements, operational impact and asset availability.
  • Coordinate access to tracks, stations, depots, tunnels and systems for maintenance, inspection, testing and project activities.
  • Coordinate engineering work requirements across Operations, Maintenance, Engineering, Projects, Safety, contractors and the Client.

Key Accountability Areas

  • Engineering Work Governance: Maintain effective governance and control of engineering works through the EWM and PTW processes.
  • Safe Access & Work Control: Maintain safe arrangements for possessions, isolations and access to operational assets.
  • Integrated Work Planning: Optimize engineering access windows and possessions to support maintenance and project requirements.
  • Operational Continuity: Minimize passenger service disruption and protect network availability during engineering activities.
  • Stakeholder Coordination: Maintain effective coordination between internal departments, contractors and the Client.
  • Compliance & Assurance: Maintain compliance with applicable safety, operational, contractual and regulatory requirements.
  • Contractor & Third-Party Access: Control access by contractors and external parties to operational assets in accordance with approved requirements.
  • Performance & Continuous Improvement: Monitor EWM performance and identify opportunities to improve access utilization, work completion and asset availability.

Qualifications

Knowledge and Experience

  • Minimum 8 years of experience in railway, Metro, transport infrastructure, engineering operations or a comparable safety-critical environment.
  • At least 3 years of experience in engineering work management, Permit to Work, railway access, possessions, isolations or a closely related function.
  • Practical knowledge of PTW systems, engineering access control, possession management and isolation management.
  • Experience coordinating maintenance, engineering and project activities within an operational environment.
  • Strong knowledge of railway operational interfaces, safety management systems and engineering risk controls.

Education and Certifications

  • Bachelor’s Degree in Engineering or a related technical discipline.
