Parsons in Riyadh, Saudi Arabia, seeks a Director - Strategic Planning and Team Lead to guide mobility planning and governance for a major city development. You will lead cross‑disciplinary teams and coordinate with stakeholders to update the city framework plan.

The role combines strategic planning, policy development, and document governance, with responsibility for backlog management and governance changes, ensuring mobility considerations align with broader city planning.

Qualifications

• Master's degree in Urban Planning, Public Policy, or an equivalent discipline.
• Minimum 15 years of relevant professional experience.
• Extensive experience authoring or revising policy documents.
• Expertise in planning legislation.
• Strong knowledge of demographic analysis.
• Understanding of land-use economics.
• Ability to coordinate across multiple stakeholders and disciplines.
• Experience leading teams responsible for planning and documentation.

Responsibilities

• Develop and maintain a broad network of key program stakeholders across districts.
• Analyze the city framework plan to identify requirements for changes, revisions, and updates.
• Maintain an organized backlog of required changes to the city framework plan.
• Coordinate review of planning updates with relevant stakeholders.
• Lead staff supporting strategic planning and framework update activities.
• Oversee graphic design support within the team.
• Coordinate team workloads in line with framework update schedules.
