Qualifications

• Bachelor's degree in finance, accounting, risk management, business administration, or a related field.
• 12+ years of governance, risk management, internal controls, compliance, and audit experience.
• Strong understanding of governance frameworks, delegations of authority, and control environments.
• Experience managing risk registers, mitigation plans, control actions, and escalation.
• Experience with business continuity planning and operational resilience frameworks.
• Experience working across operations, finance, legal, risk, audit, and central functions with executive influence.

Responsibilities

• Lead governance, risk, controls, and business continuity across City Ops to support clear decision-making, compliant operations, effective controls, and proactive risk management.
• Manage City Ops committees and governance meetings, including coordination, agendas, minutes, action tracking, and documentation.
• Establish and maintain the City Ops governance framework, including decision rights and escalation routes.
• Develop and oversee standards and controls to ensure City Ops aligns with policies and compliance.
• Manage the City Ops risk management process, including risk identification, assessment, mitigation, reporting, and escalation.
• Support business continuity planning, playbooks, recovery needs, and readiness activities across City Ops.
• Coordinate with central functions on governance, risk, compliance, controls, audit, and business continuity requirements.
• Monitor implementation of controls and support resolution of gaps and audit findings.
• Provide leadership reporting on key risks, governance actions, and business continuity readiness.
