Job summary

Zakat, Tax and Customs Authority is seeking a senior data management professional to drive the strategy, planning, budgeting, and governance of data across the organization. You will align the Data Management Office with ZATCA’s strategic goals, develop policies, and lead the delivery of data initiatives.

The role requires strong leadership, deep data management expertise, and the ability to manage cross-functional programs that protect data integrity and support regulatory compliance.

Qualifications

• Bachelor’s degree in Data Science, Computer Science or equivalent is required.
• Master’s degree in Data Science, Computer Science or equivalent is preferred.
• 8 years of relevant experience, with a preferred 3 years of managerial level.

Responsibilities

• Develop and align Data Management Office business plans with ZATCA strategy.
• Lead budgeting discussions and optimize Data Management spend.
• Create data management policies, standards and data ownership roles.
• Monitor and improve data management projects to meet service delivery.
• Recruit and develop data management talent and performance objectives.

Purpose of Job

The job holder is responsible for managing proper implementation of data management strategy, directing development and update of policies and procedures, assessing and approving suggested improvement plans and following-up on implementation to secure effective data management.

Job Resposiblites

Job Details

Strategy and Planning

• Contribute to the development of Data Management Office business plan ensuring alignment with ZATCA strategy
• Develop the operational plan for Data Management in line with Data Management Office business plan and Risk & Analytics strategic plan
• Implement plans and provide input to enable achievement of Data Management goals that support ZATCA’s overall strategic plans

Budget Management

• Discuss Data Management budgeting requirements with top management and provide input to the budgeting process
• Ensure effective utilization of Data Management budget, and report accurately on progress made and challenges encountered
• Investigate and propose implementing initiatives that result in positive financial impact for Data Management and mitigates financial and operational risks

Data Management Planning

• Develop Data Management strategy and related plans, initiatives and programs in line with best practices and ZATCA’s strategic direction, rules and regulations
• Promote awareness in data protection, automation and storage across the organization and build communication channels to ensure proper information sharing data related laws, rules and regulations
• Direct development of data management policies, standards and procedures ensuring alignment with ZATCA’s overall strategy
• Lead development of programs managing meta data and information assets to ensure integrity and quality
• Manage development of roles, responsibilities and rules to related data owners to facilitate traceability of data breaches

Data Management Oversight

• Follow-up on implementation of data management plans and review identified data issues to interfere when needed for resolution
• Recommend improvement areas and guide accordingly development of new data management projects to optimize the use of data within the bounds of policies and guidelines
• Monitor proper implementation of data management projects to ensure accurate and prompt delivery of services requested by ZATCA’s functions
• Oversee implementation of improvement action plans to minimize facing new data related issues
• Review developed reports and data assessments to keep track on ZATCA’s compliance levels with data standards and policies

People Management

• Participate in the identification and recruitment of key talent
• Guide, mentor and support direct reports in order to execute duties according to set policies and processes
• Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
• Establish a high-performance working environment and promote ZATCA values

Education
