Job summary

Dar Al Riyadh Group seeks an experienced senior dam engineer to assess conditions, performance, and reliability of dam assets across Saudi Arabia. You will develop technical studies, review designs and procedures, and propose rehabilitation or optimization solutions while maintaining robust asset information systems.

The role requires 16+ years in dam operations or water-infrastructure project management, with strong knowledge of dam operating systems, risk management and technical reporting.

Qualifications

  • Bachelor’s degree in Civil Engineering or a dam-related discipline from a recognized university.
  • Relevant master’s degree from a recognized university.
  • Minimum 16 years of professional experience in dam operations and maintenance or water-infrastructure project management.
  • Demonstrated experience developing technical solutions for dams, water-retaining structures or related infrastructure.
  • Strong knowledge of dam operating systems, asset condition assessment and risk reduction.
  • Experience reviewing engineering designs, technical reports, calculations, specifications and contractor submissions.
  • Proven ability to analyze complex multidisciplinary technical problems and recommend practical solutions.
  • Strong technical-reporting, presentation and stakeholder-management capabilities.
  • Registration with the Saudi Council of Engineers or equivalent professional registration where applicable.

Responsibilities

  • Assess condition, reliability and performance of dams and assets.
  • Develop technical studies, reports and practical solutions to improve dam operating systems.
  • Review operating philosophies, systems, procedures and standards.
  • Identify deficiencies, performance gaps and improvement opportunities.
  • Provide multidisciplinary engineering advice across civil, hydraulic, mechanical, electrical, instrumentation and control domains.
  • Review submissions, designs, calculations, method statements, specifications and contractor proposals.
  • Recommend rehabilitation, upgrade or optimization plans for critical dam assets.
  • Establish and improve technical databases, asset registers and information systems.
  • Verify accuracy and completeness of technical and asset information.
  • Support asset classification and risk assessment of critical assets.
  • Assess productivity, asset reliability and performance against KPIs.
  • Conduct root-cause analysis of complex problems and develop corrective actions.
  • Support creation of operations and maintenance manuals and technical guidelines.
  • Review maintenance strategies and contingency plans.
  • Provide input to scopes of work, BOQs and dam O&M contracts.
  • Review contractor performance for compliance with requirements.
  • Monitor implementation of strategic plans and improvement initiatives.
  • Promote adoption of suitable technologies and international best practices.
  • Prepare daily to annual technical reports and present findings to senior stakeholders.
  • Coordinate with government stakeholders, consultants, contractors and multidisciplinary teams.
  • Attend site visits and meetings anywhere in Saudi Arabia as required.
  • Comply with Saudi laws, codes, client procedures and health & safety obligations.

Job description

  • Assess the condition, reliability and operational performance of dams and associated assets.
  • Develop technical studies, engineering reports and practical solutions to improve dam operating systems.
  • Review existing operating philosophies, systems, procedures and technical standards.
  • Identify deficiencies, recurring failures, performance gaps and improvement opportunities.
  • Provide multidisciplinary engineering advice covering civil, hydraulic, mechanical, electrical, instrumentation and control systems.
  • Review technical submissions, designs, calculations, method statements, specifications and contractor proposals.
  • Recommend rehabilitation, upgrade, replacement and optimization solutions for critical dam assets.
  • Establish, maintain and improve technical databases, asset registers and engineering information systems.
  • Verify the accuracy, completeness and quality of technical and asset information.
  • Support the classification of critical assets and the assessment of their condition and operational risks.
  • Assess productivity, asset reliability and operational performance against agreed KPIs and service levels.
  • Conduct root-cause analysis of complex technical and operational problems.
  • Develop corrective and preventive recommendations and monitor their implementation.
  • Support the preparation and improvement of operations and maintenance manuals, procedures and technical guidelines.
  • Review preventive, predictive, corrective and emergency maintenance strategies.
  • Provide technical input to scopes of work, specifications, bills of quantities and dam O&M contracts.
  • Review contractors’ technical performance and verify compliance with contractual and engineering requirements.
  • Monitor the implementation of strategic plans, improvement initiatives and engineering recommendations.
  • Promote the adoption of suitable technologies, monitoring systems and recognized international practices.
  • Prepare clear daily, weekly, monthly, annual and technical reports as required by the assignment.
  • Present technical findings, risks, recommendations and required decisions to senior stakeholders.
  • Coordinate with government stakeholders, consultants, contractors and multidisciplinary engineering teams.
  • Attend technical meetings, inspections and site visits anywhere in Saudi Arabia as required.
  • Comply with Saudi laws, applicable codes, client procedures, quality requirements and occupational health and safety obligations.
  • Bachelor’s degree in Civil Engineering, Hydraulic Engineering, Water Resources Engineering, Electrical Engineering, Mechanical Engineering or another dam-related discipline from a recognized university.
  • Relevant master’s degree from a recognized university.

  • Previous experience with government or public-sector clients in Saudi Arabia.
  • Experience in dam rehabilitation, asset optimization, instrumentation, monitoring and emergency-response planning.
  • Familiarity with international dam-safety standards and recognized engineering practices.
  • Knowledge of asset-management systems, computerized maintenance management systems and technical databases.
  • Professional engineering registration and membership of a recognized engineering institution.
  • Registration with the Saudi Council of Engineers where applicable.
