Job summary

Dar Al Riyadh in Riyadh seeks a senior dam engineering professional to assess, improve and manage dam assets and related infrastructure. You will review operating philosophies, safety standards and technical guidelines while leading multidisciplinary teams across civil, hydraulic, mechanical, electrical, and control systems.

The ideal candidate has 16+ years of experience in dam operations/maintenance, with a track record of delivering practical engineering solutions and robust risk management

Qualifications

• Bachelor’s degree in Civil/Water resources or dam-related discipline from a recognized university.
• Master’s degree from a recognized university is preferred.
• Minimum 16 years of professional experience in dam operations, maintenance or water-infrastructure projects.
• Demonstrated experience solving complex multidisciplinary dam-related engineering problems.

Responsibilities

• Assess condition, reliability and performance of dams and assets.
• Develop technical studies and practical solutions to improve dam operating systems.
• Review existing operating philosophies, systems, and standards.
• Identify deficiencies, performance gaps and improvement opportunities.
• Provide multidisciplinary advice across civil, hydraulic, mechanical, electrical and control systems.
• Review designs, calculations, specifications and contractor proposals.
• Recommend rehabilitation, upgrade, replacement and optimization of assets.
• Maintain and improve technical databases, asset registers and information systems.
• Verify accuracy and quality of technical and asset information.
• Support classification of assets and assessment of risks and KPIs.
• Conduct root-cause analysis of complex technical problems.
• Develop corrective/preventive recommendations and monitor implementation.
• Contribute to operations/maintenance manuals, procedures and guidelines.
• Review maintenance strategies (preventive, predictive, corrective, emergency).
• Provide input to scopes of work, BOQs, and dam O&M contracts.
• Review contractor performance for compliance with requirements.
• Monitor implementation of strategic plans and improvement initiatives.
• Promote adoption of suitable technologies and international best practices.
• Prepare daily to annual technical reports and present findings to senior stakeholders.
• Coordinate with government stakeholders, consultants and multidisciplinary teams.

• Review technical submissions, designs, calculations, method statements, specifications and contractor proposals.
• Recommend rehabilitation, upgrade, replacement and optimization solutions for critical dam assets.
• Establish, maintain and improve technical databases, asset registers and engineering information systems.
• Verify the accuracy, completeness and quality of technical and asset information.
• Support the classification of critical assets and the assessment of their condition and operational risks.
• Assess productivity, asset reliability and operational performance against agreed KPIs and service levels.
• Conduct root-cause analysis of complex technical and operational problems.
• Develop corrective and preventive recommendations and monitor their implementation.
• Support the preparation and improvement of operations and maintenance manuals, procedures and technical guidelines.
• Review preventive, predictive, corrective and emergency maintenance strategies.

• Review contractors’ technical performance and verify compliance with contractual and engineering requirements.

• Prepare clear daily, weekly, monthly, annual and technical reports as required by the assignment.
• Present technical findings, risks, recommendations and required decisions to senior stakeholders.
• Coordinate with government stakeholders, consultants, contractors and multidisciplinary engineering teams.
• Attend technical meetings, inspections and site visits anywhere in Saudi Arabia as required.
• Comply with Saudi laws, applicable codes, client procedures, quality requirements and occupational health and safety obligations.
• Bachelor’s degree in Civil Engineering, Hydraulic Engineering, Water Resources Engineering, Electrical Engineering, Mechanical Engineering or another dam-related discipline from a recognized university.
• Relevant master’s degree from a recognized university.
• Minimum 16 years of professional experience in dam operations and maintenance, water-system design or water-infrastructure project management.
• Demonstrated experience developing technical solutions for dams, water-retaining structures or associated infrastructure.
• Strong knowledge of dam operating systems, maintenance requirements, asset condition assessment and risk reduction.
• Experience reviewing engineering designs, technical reports, calculations, specifications and contractor submissions.
• Proven ability to analyze complex multidisciplinary technical problems and recommend practical solutions.
• Strong technical-reporting, presentation and stakeholder-management capabilities.
• Relevant experience must be supported by verifiable employment records, project references, technical reports or studies when requested.

Preferred Experience:

• At least 8 years of experience leading multidisciplinary technical or engineering teams.
• Experience managing or advising on large dam portfolios or national water-infrastructure programs.
• Previous experience with government or public-sector clients in Saudi Arabia.
• Experience in dam rehabilitation, asset optimization, instrumentation, monitoring and emergency-response planning.
• Familiarity with international dam-safety standards and recognized engineering practices.
• Knowledge of asset-management systems, computerized maintenance management systems and technical databases.
• Professional engineering registration and membership of a recognized engineering institution.
• Registration with the Saudi Council of Engineers where applicable.
