Job summary

ABIS is seeking an experienced Cost Engineer with 6-8 years in costing and budgeting within the oil and gas sector, especially for Shutdown/Turnaround projects. The role involves monitoring costs, performing data analysis, and coordinating with multiple departments to ensure accurate tracking and reporting.

The ideal candidate holds a Mechanical Engineering degree (or MBA) and has experience with ERP Microsoft Dynamics AX 365. On-site work in Saudi Arabia's Eastern Province is expected.

Qualifications

  • Bachelor's degree in Mechanical Engineering or related field
  • Master's degree in engineering or MBA is a plus

Responsibilities

  • Monitor and update cost estimates for projects to ensure costs are within expected ranges
  • Prepare and analyze comparisons of scope, quantities and cost data between project forecasts and budgets
  • Organize, monitor, and control project costs in accordance with contractual requirements and company procedures
  • Coordinate with HR, payroll, accounting and finance to track all costs accurately
  • Ensure all project commitments are reported and maintain updated forecasts
  • Advise management if forecasted costs exceed budget and recommend corrective actions
  • Use statistical tools to analyze cost metrics and perform risk analysis
  • Attend project meetings with external clients as needed
  • Analyze cost reports and extract data for management reporting
  • Prepare monthly cost engineering information for management
  • Identify critical areas and inform management of delays
  • Coordinate with project management to resolve issues and ensure delivery
  • Provide cost engineering expertise for Oil & Gas shutdown/turnaround, projects, LFC/MFC/EPC contracts
  • Review and analyze claims and change orders on project contracts
  • Participate in negotiation of project contracts
  • Related to oil and gas maintenance/shutdown/ turnaround

Job description

Monitoring and updating cost estimates for projects to ensure that costs are within expected ranges.

Preparing and analyzing comparisons of scope, quantities and cost data between the project forecasts and the budgets.

Organize, monitor, and control project costs and will define project needs for cost control in accordance with contractual requirements, objectives, and Company procedures.

Coordinating with other departments such as human resources, payroll, accounting, and finance to ensure that all costs are accurately tracked.

Ensure that all project commitments are accurately reported and will maintain updated final project forecasts and expenditure forecasts.

Proactively advise management when forecasted costs exceed the approved budget and will recommend corrective actions.

Able to use statistical tools to analyze cost metrics and perform risk analysis.

Attending project meetings and discussions with the external clients if needed.

Analyze cost reports and extract required data for management reporting.

Prepare and report cost engineering information on a monthly basis and when required for management.

Identifying the critical areas and informing the management regarding delays in the project.

Coordinate and work with the project management team to resolve project issues to ensure the delivery/completion of the project work.

Provides all cost engineering expertise and coordinates activities as group/unit leader as required in preparation of cost portion of the Oil & Gas industry for Shutdown/Turnaround , Projects , LFC / MFC/ EPC Contracts.

Reviews and analyzes all claims and Change Orders on project contracts.

Participates in the negotiation of project contracts as required.

Mechanical Engineer / Finance or accounts background from Recognized university.

Master's degree in engineering or MBA is a plus.

Related to oil and gas maintenance / Shutdown and Turnaround.

Professional Experience:

6-8 years of experience in costing and budgeting especially from oil and gas sector for Shutdown / turnaround
