Hill International seeks a Contracts Management Department Manager in Riyadh Province to lead the department, align operating structures with programme management standards, and ensure compliance across contracts.
The role supervises contract administrators, reviews performance and changes, and supports procurement and contract formation in collaboration with client regulations. Requires 20+ years in contracts management, an engineering degree, and fluency in Arabic and English.
Hill International is recruiting a Contracts Management Department Manager for a programme management commission in Riyadh Province, working to the National Water Company as client. The post carries departmental rather than project responsibility. The manager writes the department's operating structure, processes and procedures against the programme management manual, then holds functional responsibility for the contract administrators placed in the clusters and business units.
Functional compliance on awarded contracts is the core of the work: performance, guarantees, invoicing and payment, change management, claims, preliminary and final handover, defects and warranty, and close out. Change requests and claims come to the manager for review and recommendation. So do project suspension and withdrawal requests.
The manager monitors each contract against the client's own contractual and procurement regulations, supports the commercial review of bid packages, maintains the client's consolidated list of approved contractors, consultants and suppliers, and supports other departments with contract formation, including templates for consultancy and general engineering services agreements.
Assessing the client's existing contracts staff, recommending roles and responsibilities, and building an on the job knowledge transfer programme are all named duties. Hill asks for an engineering degree and at least twenty years in contracts management with overall responsibility on large scale projects, experience of Saudi procurement law, and written and spoken fluency in Arabic and English.
