Job summary

Saudi Aramco Total Refining and Petrochemical Company (SATORP) seeks a senior professional to manage the Contracting Section, ensuring procurement activities align with policies and safety standards. You will review PRs and SoWs, initiate RFQs, negotiate with vendors, and oversee contract awards while maintaining transparency and strong vendor relationships in a fast-paced environment.

You will also develop and enforce procurement strategies, monitor performance, and contribute to MSPD

Education

Job description

Manage, review and quality assure all the activities of the Contracting Section in accordance with the established policies and procedures.

Control and supervise SATORP contracting activities including, but not limited to, reviewing Procurement Requisitions and Scope of Work; initiating Purchase/Contract Requests for Quotation; coordinating with SATOPR organizations to open and evaluate technical and commercial proposals; awarding bids and following up on awarded Vendor registration; conducting commercial negotiations; and handling all contractual issues and conflicts.

Key Duties, Responsibility & Accountabilities
  • 1.Lead the Contracting Section and ensure that all activities and tasks are fully coordinated, appropriately authorized and performed in a planned and effective manner.
  • 2.Identify the recruitment needs of the Contracting Section and ensure that qualified manpower is available to meet SATORP’s requirements and perform day-to-day work.
  • 3.Oversee and support the Contracting Section personnel, identify their training needs, recommend training courses and provide feedback to the Superintendent Material and Services Procurement regarding subordinates’ personnel performances and records.
  • 4.Assist in the development and implementation of the Material and Services Procurement Division’s strategies and plans.
  • 5.Contribute to the development of SATORP procurement policies, procedures and relevant administrative instructions in coordination with the MSPD Superintendent.
  • 6.Follow-up and oversee all procurement activities and ensure adherence to SATORP policies and procedures and safety, security and data confidentiality standards.
  • 7.Liaise with SATORP Organizations to review Procurement Requisitions (PR), Scope of Work (SoW) and Sole Source Justification, if and when needed.
  • 8.Assign PRs to Contracting Section personnel and monitor initiation of Contract Requests for Proposal (RFP).
  • 9.Review Procurement Review Committee (PRC) documents and provide comments for quality assurance before presentations.
  • 10.Review draft RFP documents before issuance to bidders as necessary.
  • 11.Oversee the coordination and manage Job Explanation meetings to ensure that all bidders’ questions relating to the contract technical and commercial terms are answered in an accurate and professional manner.
  • 12.Ensure the activities of opening and reviewing the Technical and Commercial bids in the presence of all concerned personnel are conducted in accordance with acceptable procedures and practices.
  • 13.Ensure fair treatment to all received proposals and follow-up on the implementation of SATORP policies and rules regarding bids confidentiality and information disclosure.
  • 14.Conduct quarterly meetings with SATORP Organizations and relevant vendors and report feedback to the Superintendent Material and Services Procurement.
  • 15.Review and provide technical recommendations regarding awarding contracts and ensure that registration process of all awarded vendors is properly and followed up by the Contract Advisor for processing by Vendor Relations Group.
  • 16.Participate in handling and resolving any related issues or complaints raised by vendors or SATORP controlling Organization when required.
  • 17.Submit regular reports to the MSPD Superintendent.
  • 18.Provide input on the annual budget requirements of the Material and Services Procurement Division.
  • 19.Ensure that policies and procedures for various functions within the section are documented and adhered to.
  • 20.Develop and maintain a Contract Information System to ensure effective management and coordination of SATORP contracts and related activities.
Requirements
Minimum Qualifications
Degree :

Bachelor’s Degree in Business Administration, Engineering, or equivalent.

Certification (If Required):

Preferred but not required

CSCP, CPIM, CPSM, CIPS

Job Specific Skills:
