Job summary

Confidential is seeking an experienced City Lead to spearhead Strategic Leadership & Business Development in Riyadh. You will translate the company strategy into local execution, build partnerships, and drive customer growth while ensuring regulatory compliance and budget discipline.

You will oversee day-to-day operations, recruit and mentor a local team, and collaborate with central HR and finance to deliver strong performance and a scalable Riyadh operation in a fast-paced market.

Qualifications

• Proven track record in a management role such as City Lead or General Manager.
• Experience launching, managing, or scaling operations in a new city or market.
• Experience managing budgets and delivering against operational and financial targets.

• Support the execution of the company’s strategy for launching and growing its operations in Riyadh.
• Identify new local market opportunities, build strategic partnerships, and drive customer acquisition and retention.
• Develop initiatives to support the growth and performance of the Riyadh market.

Operations Management

• Oversee all aspects of day-to-day Riyadh operations, including driver supply, service quality, customer support, and local marketing.
• Ensure a seamless, high-quality customer experience aligned with company standards.
• Implement and optimize scalable processes to support the growth of the Riyadh operation.

Team Building & Management

• Support recruitment efforts in collaboration with the central HR team to attract top talent for the Riyadh team.
• Build and mentor a high-performing local team, fostering a culture of excellence, collaboration, and innovation.
• Establish clear performance metrics, provide regular feedback, and ensure alignment with company goals.

Marketing & Brand Building

• Develop and execute localized marketing initiatives to increase brand awareness and user growth in Riyadh.
• Monitor local market trends and customer behaviour to adapt strategies and maintain a competitive edge.

Regulatory Compliance & Government Relations

• Ensure Riyadh operations comply with local laws, transportation regulations, and business licensing requirements.
• Build and maintain relationships with relevant local stakeholders and government bodies, in coordination with the central team.
• Manage the Riyadh city budget in coordination with the central finance team, ensuring disciplined expenditure and effective resource allocation.
• Provide regular performance and market reports to headquarters.
• Analyze financial and operational data to inform decision-making and optimize Riyadh operations.

Qualifications & Skills

Experience

• Proven track record in a management role such as City Lead, General Manager, or Head of Operations, ideally within the technology, mobility, or on-demand services sector.
• Demonstrated experience launching, managing, or scaling operations in a new city or market.
• Experience managing budgets and delivering against operational and financial targets.

Skills

• Strong leadership and team-building capabilities, including experience supporting recruitment and hiring decisions.
• Strong business acumen with a data-driven approach to decision-making.
• Excellent communication, negotiation, and stakeholder management skills.
• Fluency in Arabic is an advantage.
• Strong understanding of the cultural, regulatory, and business landscape in Riyadh and Saudi Arabia.
