Job summary

Confidential Government is seeking an experienced executive to drive construction delivery and engineering execution across a diverse real estate portfolio. You will own lifecycle accountability from inception to handover, ensuring on-time delivery within CapEx baselines and premier engineering standards.

You will lead on-site operations, manage PMCs and contractors, implement advanced project controls, and enforce HSE/QA/QC across projects, including BIM integration and value engineering.

Qualifications

• Bachelor's degree in Civil Engineering, Construction Management, or Architectural Engineering.
• Master's degree preferred in Construction Engineering, Project Management, or MBA.
• 18+ years of experience in engineering and construction management.
• Proven track record leading large master-planned infrastructure and vertical building projects.
• 6–8 years in an executive delivery role (Chief Projects Officer, VP Projects).
• PMP or PgMP certification required; RICS/CIOB/PE status preferred.

Responsibilities

• Direct on-site construction operations, site logistics, and contractor execution across active developments.
• Oversee PMC, supervision consultants, and Tier-1 contractors to enforce schedule adherence.
• Implement advanced project controls, EVM, CPM scheduling, and cash-flow management.
• Drive VE and MMC integration, including BIM (4D/5D) and QA/QC regimes.
• Ensure HSE compliance and manage variations, change orders, and contractual disputes.
• Steer permitting, procurement strategy, and PMO governance; align with commercial handover.
