Job summary

Zakat, Tax and Customs Authority is seeking an experienced professional to contribute to the Organizational Excellence program. You will help develop the BPM strategy, align plans with the main ZATCA strategy, and drive process governance across multiple departments.

The role requires building capabilities, managing budgets, and guiding teams to deliver improvements while ensuring compliance with policies and KPIs.

Qualifications

• Bachelor’s degree in Industrial Engineering or Business Administration is required.
• Master’s degree in Business Administration is preferred.

Purpose of Job

Jobholders at this level carry out specific tasks independently but are subject to close supervision. They research, collect and analyze information, draft reports and documents, participate in specific meetings and develop their own professional expertise. They undertake simple operational activities including internal assessment and benchmarking of current ZATCA policies against best-in-class corporate policies and international standards and practices, and tracking adherence of developed simple policies with set SLAs and KPIs.

Job Details

Strategy and Planning

• Contribute to the development of Organizational Excellence business plan ensuring alignment with ZATCA strategy
• Develop the operational plan for Business Process Monitoring & Improvement in line with Organizational Excellence business plan and Strategy & Development strategic plan
• Implement plans and provide input to enable achievement of Business Process Monitoring & Improvement goals that support ZATCA’s overall strategic plans

Budget Management

• Discuss Business Process Monitoring & Improvement budgeting requirements with top management and provide input to the budgeting process
• Ensure effective utilization of Business Process Monitoring & Improvement budget, and report accurately on progress made and challenges encountered
• Investigate and propose implementing initiatives that result in positive financial impact for Business Process Monitoring & Improvement and mitigates financial and operational risks

Business Process Governance

• Ensure the revision and communication of guidelines and templates for business processes' development based on requirements and leading practices
• Ensure the update/ improvement of BPA in coordination with IT & Digitization function based on business requirements

Business Process Development and Analysis

• Manage the development of prioritized processes’ documentation plan based on internal assessment findings
• Ensure that process analysis and documentation are in line with policies, regulations, other functions’ input
• Review process manuals to ensure quality and provide approval
• Approve internal change requests ensuring adherence to requirements

Business Process Improvement

• Manage the development and implementation of process improvement plan to enhance existing processes based on assessment results

Business Process Measurement

• Review BPM maturity level and enforce corrective actions
• Manage the development of SLAs and KPIs for all processes ensuring alignment with internal and external parties
• Monitor adherence of processes with set SLAs and KPIs and develop process documentation plan to achieve required results

BIC Platform

• Ensure that technical findings are communicated to the BIC vendor and monitor implementation of technical updates

Internal Capability Building

• Build internal capabilities in business processes through awareness and training
• Strengthen knowledge and capabilities through relationships and coordination with national and international BPM firms

People Management

• Participate in the identification and recruitment of key talent
• Guide, mentor and support direct reports in order to execute duties according to set policies and processes
• Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
• Establish a high-performance working environment and promote ZATCA values

Education

• Bachelor’s degree in Industrial Engineering, Business Administration, or equivalent is required
• Master’s degree in Business Administration, or equivalent is preferred

Experience

An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
