Job summary

Zakat, Tax and Customs Authority is seeking a senior IT Infrastructure and Systems Design lead in Riyadh to drive design, governance, and supplier engagement. The role delivers architecture and RFPs, assesses change requests, and ensures KPI-driven performance improvements across IT systems.

The successful candidate will manage cross-functional teams, mentor junior staff, and ensure alignment with strategic IT objectives and security policies within a governmental framework.

Qualifications

• Bachelor's degree in Computer Science or Information Technology (or equivalent).
• Master's degree preferred in IT/CS/Business Administration.
• Minimum of 5 years of relevant experience in IT infrastructure and systems design, governance, or related fields.

Responsibilities

• Lead development of IT infrastructure and systems design and related RFPs.
• Supervise assessment and prioritization of change requests for IT infrastructure and systems.
• Review KPI performance of IT infrastructure and systems and propose improvements.
• Provide guidance and support to ensure controlled, efficient operations and project delivery.

Purpose of Job

Jobholders at this level are responsible for leading work activities and working autonomously with minor direction towards predetermined long-term objectives Jobholders might act as internal consultants and facilitators through providing guidance to deliver and perform operational activities Their main operational role includes including providing expert support in the development of IT infrastructure and systems design and capabilities Lead the development of IT infrastructure and systems RFPs Supervise the assessment of the change requests related to IT infrastructure and systems Review the actual performance of ZATCA IT Infrastructure and systems components against set of KPIs and provide recommendations for improvement

Job Details

Infrastructure and Systems Design

Follow latest trends and cutting-edge technologies collect business and technical requirements assess current ZATCA IT infrastructure and systems identify design gaps and challenges and develop new detailed IT infrastructure and systems design ensuring all business requirements are addressed Conduct requirement gathering sessions with all stakeholders interpret the requirements to finalize the development of RFPs related to IT infrastructure and systems and contribute in the evaluation and selection of vendors based on set criteria in cooperation with relevant functions Receive change requests related to IT infrastructure and systems conduct proper analysis and prioritization of the received change requests provide recommendations and set schedule for implementation in cooperation with relevant functions Collect needed inputs to conduct IT risks assessment and analysis that could occur through the introduction of new technology and accordingly collaborate with IT Infrastructure amp Networks Planning amp Monitoring to develop the needed risk mitigation plan Receive periodical reports on the actual performance of ZATCA IT Infrastructure and systems against set of KPIs analyze the performance reports and provide recommendations to improve the IT infrastructure and systems performance

Organization and Operations

Follow all relevant policies processes and standard operating procedures so that work is carried out in a controlled and consistent manner Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner Escalate complex problems to the relevant person to ensure cases issues are closed properly Perform other duties as requested

People Management

Train junior staff on the different job activities to ensure transfer of know-how when applicable Provide clear direction prioritize tasks assign and delegate responsibility and monitor the workflow of subordinates junior staff Support junior staff or direct reports in order to execute their duties according to set policies and processes

Communication and Contacs Education

Bachelor s degree in Computer Science, Information Technology, or equivalent is requiredMaster s degree in Information Technology, Computer Science, Business Administration, or equivalent is preferred
