Job summary

Job description

Organizational context: Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. This role supports the King Salman International Airport Development Company (KSIADC) in developing Riyadh International Airport, ensuring timely evaluations, approvals, and acceptance of project packages by GACA in accordance with GACAR Part 139 and other applicable regulations.

Job purpose: To provide expert civil engineering advice and supervision for the development of King Salman International Airport, ensuring compliance with GACA regulations and ICAO standards. The role aims to guarantee regulatory compliance, minimize infrastructure risks, secure timely execution of construction, and enhance national capacity through training.

Responsibilities: Assist GACA in evaluating and approving design reviews, supervise construction of runway and terminal structures, monitor execution against schedule, assess airport facilities and equipment capacity, develop and train national counterparts, advise on quality, time, and cost control, and administer contracts. Prepare reports for airport rehabilitation and future development.

Education: University degree in civil engineering or equivalent. A Master's degree in a relevant field is desirable. Familiarity with capacity analysis, compatibility studies, value engineering, economic feasibility studies, and ICAO documentation is also desirable.

Work experience: Essential: Ten years of experience in planning, designing, construction management, supervision, or modifications of aerodromes. Extensive experience in contract administration, FIDIC procedures, and managing technical correspondence. Knowledge of aircraft operational characteristics and proven ability in cost and quality control. Desirable: Experience in inspections, audits, and certification processes.
