Shipping & Customs Manager
As Shipping & Customs Manager you will respond to the Project Director/Technical Manager and be part of the Supply Chain / Logistics function within project execution scope. You will streamline shipping and customs activities, define the most suitable transportation and customs schemes, and supervise the safe, efficient and cost-effective movement of Saipem purchased materials, subcontractors’ equipment and company-provided items in compliance with project requirements, budget and schedule.
Responsibilities
- Streamline shipping and customs activities within the supply chain process, coordinating with Procurement, Expediting & Inspection, Asset and Operational Logistics to improve efficiency, competence and cost control.
- Define the best transportation and customs scheme, including feasibility and cost assessment, according to actual project requirements.
- Supervise and manage transport and customs formalities for Saipem purchased materials, subcontractors’ equipment and company-provided items from agreed delivery point up to final destination.
- Support tendering and supply chain functions by defining transportation schemes, assessing feasibility and preparing related budget inputs.
- Define the overall Project Customs scheme during tendering and execution phases according to project fiscal organization, vendor locations, material origin and applicable customs/fiscal regulations.
- Support procurement activities by defining contractual delivery terms, providing transport costs, preparing packing specifications and shipping instructions.
- Liaise with Expediting & Inspection once goods are released for collection, ensuring timely shipment arrangement up to destination.
- Coordinate with Logistics to define Project Shipping instructions and ensure distribution through the Shipping and Customs Network to all transport offices involved.
- Support the Insurance department by ensuring proper notification where shipment value exceeds corporate insurance deductibles or when damage occurs during transportation.
- Review and approve Scope of Works, Purchase Requisitions and Technical Bid Evaluations relevant to Transport Frame Agreements and single dedicated shipments.
- Manage Transport Agreements and monitor utilization, approving related AfS / WO within power of attorney limits and authorizing SE / Progress Reports.
- Ensure proper document archiving and traceability of all records relevant to shipping and customs activities.
- Ensure the required information flow toward competent functions for liquidated damages and price revision matters.
- Assign Shipping & Customs Coordinators to projects and ensure adequate support from Shipping and Customs officers, including outsourced resources through the network when required.
- Participate in vendor qualification and provide feedback/reporting on owners, freight forwarders and customs brokers performance.
What are we looking for?
Education
Bachelor’s or Master’s degree in Logistics, Supply Chain Management, Engineering, Business Administration, or related discipline.
Experience
Minimum 10–15 years of experience in shipping, customs, logistics or supply chain roles, with proven experience managing transport schemes, customs formalities, vendors, freight forwarders and customs brokers within oil & gas, energy, EPC or large project environments.
Languages
- Additional languages (Italian, French, Arabic) are a plus.
Technical Skills
- Strong knowledge of shipping, customs and international transport regulations, including customs documentation, declarations, VAT, tariffs, customs brokers and freight forwarder management.
- Ability to define overall Project Customs schemes according to project fiscal organization, vendor location, country of origin and local regulations.
- Expertise in transport planning, shipping instructions, packing specifications and Incoterms in line with project and contractual requirements.
- Experience with Scope of Works, Purchase Requisitions, Technical Bid Evaluations and Transport Agreements for frame agreements and dedicated shipments.
- Knowledge of port, air and sea operations, including documentation, handling, dangerous goods / out-of-gauge cargo and transport permits where applicable.
- Ability to manage cost estimation, budget monitoring, reporting and document archiving for shipping and customs activities.
IT Skills
- Proficiency in Microsoft Office tools.
- Familiarity with document management systems and logistics/shipping tracking tools.
- Experience with ERP systems (e.g., SAP) is an advantage.
